YELM CITY COUNCIL
STUDY SESSION MINUTES
THURSDAY, AUGUST 28,2003
6:00 P.M., PUBLIC WORKS FACILITY
1. Mayor Rivas called the meeting to order at 6:05 P.M.
2. Roll Call
Present: Pat Fetterly, Bob Isom and John Thompson
Excused: Ron Harding and Don Miller
3. Agenda Approval
Bob Isom moved to accept the agenda as presented. John Thompson seconded and
the motion carried 3-0.
4. Special Presentations - None
5. Mayor/Council Initiatives Introduced/Discussed
a. Council member Isom requested periodic Council updates of applications for
building permits, land use permits, and business licenses.
b. Council member Thompson suggested the Council explore expanding its
membership to seven before population growth requires a seven member
Council.
c. Council member Thompson indicated that it would be appropriate during the
upcoming budget discussions to consider upgrading the infrastructure in the
industrial areas and to hire a lobbyist to help obtain funding of the Y21Y3 corridor.
6. New Business
a. Timing of Development Improvements - Grant Beck reviewed the subdivision
process as it relates to infrastructure improvements, the legal limitations
surrounding bonding for required improvements, and the pros and cons of
deferring improvements from the time of final subdivision to the time of building
occupancy. No action was taken.
