MINUTES
STUDY SESSION
7:00 P.M., THURSDAY, JANUARY 24,2002
YELM FIRE DEPARTMENT
The meeting was called to order at 7: 1 0 p.m. by Mayor Rivas.
Present: Yelm City Councilmembers: John Thompson, Pat Fetterly, Ron Harding, Bob
Isom and Don Miller. Others: Brent Dille, City Attorney, Shelly Badger, City Administrator
and Agnes Bennick, City Clerk.
The Thurston County Fire District Commission meeting was called to order by
Commissioner French. Present: Yelm Fire District (YFD) Commissioners: Orville French,
Donna Taylor and Tim Bruner. Others: Art Snure, YFD Attorney, Bill Steele, Fire Chief
and Nancy Pepper, District Secretary.
Mayor Rivas emphasized that it was his intent to begin negotiations on the 2002 Fire
District and City of Yelm contract, but that financial negotiations are not planned for this
meeting. He referred to his letter of October 23rd, requesting clarification of vague
contract language concerning services to be provided to the City by the YFD.
Chief Bill Steele announced that the YFD Strategic Planning process has been
completed, and that hopefully the Commissioners will adopt the plan at next month's
regular meeting. Some areas questioned in the City's letter are addressed in the plan.
Copies were distributed to Council and staff for review.
Mayor Rivas indicated that this meeting is the first step in bringing the two jurisdictions
together and that he expects that future meetings will involve a smaller group of elected
officials and staff from each jurisdiction.
Discussion areas included: insurance requirements and benefit extension, exploring the
benefits of annexation and the ability to de-annex, limits of authority, levels of service
currently provided, standard contract formulas, L&I Standards, BLS vs. ALS services,
Fire Fighter Level 2 Program operated by YFD, district regulatory agency, litigation
protection, success of joint operating agreements, legislative control of one body over
another, and delegation of powers.
Art Snure offered, with the Commissioner's approval, to submit a draft for the City's
consideration and to provide a sample checklist of services.
Mayor Rivas, Pat Fetterly and Shelly Badger will represent the City at the next contract
