03-13-02 Minutes YELM CITY COUNCIL MINUTES REGULAR MEETING WEDNESDAY, MARCH 13,2002 OPENING 1. Mayor Rivas called the meeting to order at 7:30 p.m. Present: John Thompson, Ron Harding and Pat Fetterly. Excused: Don Miller and Bob Isom. 2. Agenda Approval 3. Public Comment: NEW BUSINESS 3. a. Vancil Road/SR 507 Emergency Permit and Expenditure Commitment. Mayor Rivas called for a staff report. Shelly Badger reported that there had been some confusion surrounding right-of-way commitments and legal descriptions for the Vancil Rd. intersection improvements resulting in the project being short 3,174 sq. ft. In order to proceed with the project, the City must have a new appraisal performed, to determine the fair market value. This is in the process now. Based upon the appraisal, a purchase offer would be submitted to the property owner by July 31, 2002 for the right-of-way purchase. Staff requested approval to enter into the contract for the Emergency Permit and Right of Entry for Highway and Construction Purposes, approval of $500 for the down payment and appraisal, and the eventual property purchase based upon the appraisal. There was some discussion concerning other building options that had been suggested and not accepted by WSDOT in the past, Rite Aid building location, the original survey, appraisal, legal description, and conceptual vs. actual realignment plans, and the possibility of some of this being covered by errors/omissions insurance. 02-27 MOTION BY PAT FETTERLY, SECONDED BY RON HARDING ACCEPTING THE VANCIL ROAD/SR 507 EMERGENCY PERMIT AND EXPENDITURES. CARRIED. OLD BUSINESS - NONE 7. Library Report - A copy of the February 2002 written report was provided. 8. Councilmembers Meetings/Activities a. Councilmember Miller: Excused b. Councilmember Thompson: Other meetings - The Economic Development Council meeting was cancelled. He attended very successful Dollars for Scholars Auction, and the Chamber meeting. c. Councilmember Isom: Excused d. Councilmember Harding: Planning Commission - He was not permitted to attend Other meetings - He attended an Intercity Transit meeting where the authority passed a resolution indicating that the authority would not participate in legal action brought against the state to recapture uncollected revenue. e. Councilmember Fetterly: Financial Report - The February End of Month report was provided. Senior Center- They are serving 65-75 lunches per day. There is some discussion concerning turning the old water tower into a coffee shop and another issue was referred to the building department. Transportation Policy Board - A Retrospective of the Regional Transportation Plan going back to 1954 was presented. Other meetings - Added that combined auction proceeds and individually sponsored scholarships should approach $80,000 this year. 9. Mayor's Report - The Senior Center was awarded the grant. CORRESPONDENCE Correspondence was reviewed including information about an upcoming Land Use Decision Making class sponsored by AWC.
