MINUTES
YELM CITY COUNCIL SPECIAL MEETING
Wednesday, August 14,2002,3:00 - 7:00 PM
Yelm Public Works Facility, Rhoton Road
A special meeting of the Yelm City Council was held on the above date for the purpose
of establishing the agenda for a facilitated retreat.
Present:
Mayor Adam Rivas
Yelm City Councilmembers:
Pat Fetterly, Ron Harding, Bob Isom, John Thompson and Don Miller
City Administrator Shelly Badger
The following items were discussed to help establish the agenda for a facilitated retreat:
1. Role of Mayor/Councilmembers/Staff
2. The need to establish common goals and priorities as a group
3. The need for a City Mission and/or Vision Statement
4. Need for workplan development by all departments to aid in the setting of goals and
priorities
5. Need for a Policy and Procedure manual for councilmembers and some type of
orientation for new members
Consensus of the Council was to hire Michael Pendleton to facilitate an all-day retreat on
Saturday, September 28,2002 at the Public Works Facility. Shelly agreed to have a draft
Policy and Procedure Manual for discussion. Agenda items for 9-28 include:
1. Review of Policy and Procedure manual
2. Discuss Vision and/or Mission Statement (samples will be provided in advance)
3. Establish the framework for an first quarter 2003 goal and priority setting session
with department heads
