10-15-02 BWS Yelm City Council Budget Work Session Minutes Tuesday, October 15, 2002, 4:00 p.m. Present: Mayor Rivas, Councilmember's Miller, Thompson, Isom, Harding and Fetterly. Staff: Shelly Badger, Agnes Bennick and Tim Peterson. 1. Tim Peterson reviewed the Animal Control and Park Maintenance budget for 2003. There was discussion concerning the condition of several buildings at City Park and the need for repairs. The Park Reserve budget has $4,700 available for this use. Additionally, there is $10,000 in capital improvements line in the Park M&O budget that can be used for this purpose. Tim Peterson was asked to bring an estimate of materials costs for the repairs to the next regular meeting. Additional discussion concerned extending Toby Stevens' employment for the remainder of the year to work on this project. Staff was requested to prepare a Budget Amendment Ordinance extending employment through the end of December for the next regular council meeting. Tim Peterson provided information about the City Streets and Arterial Streets budgets. Discussion: budgeting funds for lighting along the walking trail between YHS and Cullens Street, sidewalk repairs in front of the Senior Center, and sidewalks along Mill Road. Lighting costs have been included in the budget. Corrections at Yelm Senior Center are planned and other issues will be discussed as part of the goal setting at the January retreat. Other street funds were reviewed by Shelly Badger. The Y2/Y3 Fund is a long-term project, but has little activity at this point. Closure of three other street project funds is anticipated with the completion of the Yelm Avenue project. If the project is wrapped up by the end of the year, and all funds expended, they will be closed and not be part of next year's budget. 2. Salary Discussion. Staff provided details concerning the Current Fund estimated 2003 cash carryover. Some financial planning options were provided for Council's consideration, and the possibility of transferring some current fund money to a contingency fund is being considered.
