10-23-02 Minutes YELM CITY COUNCIL MEETING MINUTES REGULAR MEETING WEDNESDAY, OCTOBER 23,2002 OPENING 1. Call to Order. Mayor Rivas opened the meeting at 7:30 p.m. Council present: Don Miller, John Thompson, Bob Isom, Ron Harding, and Pat Fetterly. 2. Agenda Approval 02-101 MOTION BY RON HARDING, SECONDED BY PAT FETTERLY APPROVING THE AGENDA AS PRESENTED. CARRIED. 3. Public Comment - There was no response to the call for public comment. CONSENT CALENDAR 4. Minutes approval: City Council Regular Meeting, 10/9/02; Budget Work Sessions, 10/1/02, 10/8/02, 10/15/02 5. City Payments: Checks 18599 -18631, totaling $210,683.13 6. Payroll approval: Preliminary October 2002 02-102 MOTION BY PAT FETTERLY, SECONDED BY DON MILLER APPROVING CONSENT CALENDAR ITEMS AS PRESENTED. CARRIED. 7. Other Items: None NEW BUSINESS 8. Ordinance 768, Amending the Yelm 2002 Budget. Councilmember Isam reviewed the request from the Yelm Park Advisory Board for needed repairs to Yelm City Park structures before winter, and requested approval of an employment extension for the temporary (6-month) PW Streets/Parks Maintenance position to perform the repairs and other work. The extension would take the temporary position through 12/31/02, at $2,070 per month plus limited benefits. Materials for repairs are estimated at $1,020.00 02-103 MOTION BY BOB ISOM, SECONDED BY RON HARDING ADOPTING BUDGET AMENDMENT ORDINANCE 768 EXTENDING A TEMPORARY PW STREETS/PARKS MAINTENANCE POSITION THROUGH THE END OF 2002. CARRIED. 9. Historic Preservation Commission Appointment. Mayor Rivas requested City Council confirmation of the appointment of Char Miller to a vacant seat. One vacancy remains on the Commission. 02-104 MOTION BY BOB ISOM, SECONDED BY PAT FETTERLY APPROVING THE APPOINTMENT OF CHAR MILLER TO THE YELM HISTORIC PRESERVATION COMMISSION. CARRIED. Abstained: Don Miller. 9. a. TRPC Conference Update - Grant Beck reported that Thurston Regional Planning Council will host Getting There... The Land Use/Transportation Yelm City Council Minutes ab/city council/2002/minutes Page 1 of 2 Connection policymaker discussion to help identify land use/transportation issues facing the Thurston region. The discussion will be held at the Lacey Community Center on Tuesday, October 29 from 6-9 p.m. The meeting time conflicts with a scheduled Budget Work Session, but Grant will attend and information has been provided to Yelm Planning Commission members. OLD BUSINESS - None REPORTS 10. Mayor Rivas - Yelm has represented Yelm, Rainier and Bucoda at CAPCOM meetings for a number of years as the south county representative. Council member Miller, the current liaison, will be visiting other council's to encourage participation as the south county representative. 11. a. b. c. d. e. Council Initiatives/Reports Councilmember Miller - There is no CAPCOM meeting scheduled until next month. Council member Thompson - EDC meets next week Councilmember Isom - Encouraged attendance at the Big Sky open house from 11-12 on Friday. He also encouraged support of the Olympia to Spokane service, as that is the only way the service can continue. Council member Harding - Reminded Council of the IT open house at Yelm High School on Thursday at 5:30. Councilmember Fetterly - Reported on a Chamber Christmas Tree Auction and volunteered to head the effort to purchase and decorate a tree with donations from elected officials and city staff. 12. Other Reports: Grant Beck announced an award ceremony to recognize the work being done at Longmire Park by the Army Corps of Engineers and Miles Sand and Gravel. CORRESPONDENCE Correspondence items reviewed included the 9/17/02 letter from Matheson Plumbing concerning the water rate increase and the response 10/2/02 response from the Public Works Department and a request for approval of the 2003 Girl Scout Cookie sale from Pacific Peaks Girl Scout Council. .,.,.,....~"~:',:;..~.
