11-13-02 Minutes YELM CITY COUNCIL MEETING MINUTES REGULAR MEETING WEDNESDAY, NOVEMBER 13, 2002 OPENING 1. Mayor Rivas called the meeting to order at 7:30 p.m. Present: Don Miller, John Thompson, Bob Isom, Ron Harding and Pat Fetterly 2. Agenda Approval 02-105 MOTION BY BOB ISOM, SECONDED BY JOHN THOMPSON APPROVING THE AGENDA AS PRESENTED. CARRIED. 3. Public Comment - There was no response to the invitation for public comment CONSENT CALENDAR 4. Minutes Approval: For the October 23, 2002 Regular Meeting and Budget Work Session on October 22 and 29, 2002. 5. City Payments: Checks 18591 - 18872, totaling $510,330.52 a. Manual Checks: 18691 - 18872, totaling $12,855.44 b. Claims Checks: 18766 - 18872, totaling $497,464.08 6. Payroll Approval: Final, October 2002, checks 6288 - 6381, totaling $147,918.27 7. October End of Month Financial Overview 02-106 MOTION BY JOHN THOMPSON, SECONDED BY PAT FETTERLY APPROVING CONSENT CALENDAR ITEMS AS PRESENTED. CARRIED. NEW BUSINESS 8. Public Hearino: 2002 Revenue Sources (Ad Valorem/Property Taxes). Mayor Rivas opened the public hearing at 7:33 p.m., announcing the time, date, place and purpose of the hearing. No objections to participants were stated. Agnes Bennick reviewed the 2002 to 2003 city valuation, new construction amounts, utility values, tax rates and tax certification amounts. The 10/0 increase permitted under Initiative 747 results in a tax increase of just over $6,000 for the 2003 budget year. Additional revenue is determined by applying last year's tax rate to the new construction value, which is determined by the Thurston County Assessor's Office, and from any increase in utility values, which is determined by the state and is not known at this time. Ordinance No. 769, Setting 2003 Ad Valorem (Property) Taxes 2003 and the Property Tax Certification for the Thurston County Assessor. 02 -107 MOTION BY BOB ISOM, SECONDED BY PAT FETTERLY ADOPTING ORDINANCE NO. 769 SETTING 2003 PROPERTY TAXES AND THE CERTIFICATION TO THE THURSTON COUNTY ASSESSOR FOR $682,663.00. CARRIED. 9. Ordinance No. 770, Amending the 2002 Budget by adding a new fund. Agnes Bennick explained that the original intent was to add a new fund for tracking revenue and expenditures associated with the 103rd Street Improvement Project to the 2003 budget. As revenue has been received, this ordinance establishes the fund (316) now. 02-108 MOTON BY PAT FETTERLY, SECONDED BY RON HARDING ADOPTING ORDINANCE 770 ADDING A NEW FUND FOR TRACKING 103RD STREET IMPROVEMENT PROJECT REVENUE AND EXPENSES. CARRIED. OLD BUSINESS 10. Staff Update - Thurston Regional Planning Council Land Use and Transportation Conference. As Council members were unable to attend due to a budget work session, Grant Beck provided details from the meeting. REPORTS 11. Mayor Rivas reported that a thank you card was received from Miss Yelm Junior Teen. 2003 Liaison assignments were discussed. Shelly Badger reported that an interjurisdictional Law & Justice meeting will be held on December 16th in Lacey. There was additional discussion concerning the "friendly" lawsuits filed to challenge the existing requirement that the Superior Court be located within the boundaries of the county seat. 12. Council Initiatives/Reports a. Councilman Miller reported that CAPCOM has adopted a 2003 budget and they hope to eliminate member fees once support from the voter approved sales tax moves into CAPCOM's revenue stream. Mayor Rivas thanked Councilman Miller for serving as the Yelm and south county representative to CAPCOM. b. Councilman Thompson reported that discussion at a recent Economic Development meeting included Big Sky's plans to eventually expand service to include Portland, and what appears to be a successful ticket presale effort. Councilman Thompson also discussed the Yelm Fire Commissioner's decision not to renew Chief Steel's contract. He thought that the city might be able to provide some assistance with the replacement process. c. Councilman Isom reported that the state is requiring employees to use Big Sky for trips to Spokane. d. Handouts with a sample letter to IT concerning service enhancements were provided for review, along with proposed circulator route maps. e. Councilwoman Fetterly - no report 13 Other Reports a. Chief Stancil Re: Provisional Officer Position. Chief Stancil requested a one- month extension of a provisional officer position scheduled to end on November 30. This would allow additional training time for a new officer. Council directed staff to prepare a budget amendment ordinance addressing the extension for the next meeting.
