MINUTES
REGULAR MEETING
TUESDAY, NOVEMBER 26,2002
OPENING
1. Mayor Pro Tem Thompson called the meeting to order at 7:45 p.m.
Present: Don Miller, Bob Isom and Pat Fetterly. Excused: Mayor Rivas and
Ron Harding.
2. Agenda Approval
02-109 MOTION BY PAT FETTERLY, SECONDED BY BOB ISOM APPROVING
THE AGENDA AS PRESENTED. CARRIED.
3. Public Comment -There was no response to the invitation for public comment.
CONSENT CALENDAR
4. Minutes Approval: Regular Meeting November 13, Budget Work Session
November 12 and Protocol Manual Work Session, November 19, 2002.
5. City Payments: Checks 18873-18932, totaling $77,246.98
a. Manual Checks: 18873-18893, totaling $995.64
b. Claims Checks: 18894-18932, totaling $76,251.34
6. Preliminary Payroll, November 2002
7. Ordinance No. 771, Budget Amendment Extending Temporary Provisional
Patrol Officer.
8. Park Use Request, YCP, Christmas in the Park, Saturday, 12-07-02.

CONSENT CALENDAR ITEMS AS PRESENTED. CARRIED.
NEW BUSINESS
9. Public Hearina: Final 2003 Budget. Mayor Pro Tem Thompson opened the
public hearing at 7:48 p.m., announcing the time, date, place and purpose of
the hearing. No objections to participants were stated.
Shelly Badger reviewed the 2003 Budget staff report.
Mayor Pro Tem Thompson called for Council and audience
comments/questions. Being none, Shelly Badger recommended the public
hearing be continued at the December 11 meeting.
02 -111 MOTION BY DON MILLER, SECONDED BY PAT FETTERLY TO
CONTINUE THE PUBLIC HEARING ON THE 2003 BUDGET TO
DECEMBER 11, 2002.
9. a. Ordinance No. 772, 2003 Budget. There was no action taken on the
Ordinance, as the public hearing will be continued on December 11.

10. Yelm Tree Advisory Board Recognition, Neighborhood Tree Grant Program.
Tami Merriman presented a slide show of the neighborhood tree planting and
thanked Puget Sound Energy for their donation of trees. She continued with
thanks to the Tree Board, Public Works Staff and their family members for
their dedicated participation in the tree pick-up and planting. This group
planted 21 trees in adverse weather conditions. Everyone was encouraged to
take a look at the improved appearance of the areas where the trees were
planted. Tami presented Public Works with a certificate of appreciation from
the Tree board and member Bob Wolf added his thanks and appreciation.
Tami closed by stating "The best time to plant trees was 20 years ago and the
second best time is today. "
11. Fife Jail Contract. Todd Stancil reported that Fife contacted Yelm to inform
them that they are now accredited by the state and available to facilitate the
needs of Yelm on a first come first serve basis. Yelm currently has a need for
a jail facility and no contract with any other city with available space.

REPORTS
12. Mayor Rivas - excused
13 a. Councilman Miller attended the Chamber meeting.
b. Councilman Thompson attended a Fire Commission meeting reporting the
Fire Commission had received the Mayor's letter regarding offering assistance
in the replacement process for Fire Chief. Don Miller will be the liaison in
January.
c. Councilman Isom reported there were no meetings.
d. Councilman Harding - excused
e. Councilwoman Fetterly attended a Chamber meeting and a Nisqually River
Council meeting, reporting their web-site is now up and running.
