OPENING
1. Mayor Rivas called the meeting to order at 7:30 p.m.
Roll Call: Don Miller, John Thompson, Bob Isom, and Ron Harding. Pat Fetterly
was excused.

MOTION BY RON HARDING, SECONDED BY BOB ISOM APPROVING THE
AGENDA WITH THE ADDITION OF 3 a. AMERICAN LEGION PRESENTATION.
CARRIED.
3. Public Comment - There was no response to the invitation for public comment.
a. American Legion member Kenneth Johnson presented the City with a Blue Star
Service Banner. The banner is displayed in a front window to indicate that a loved
one is serving in the military to preserve American's freedoms. Carl Provine added
that the Blue Star program originated with a Congressional Record action in 1917.

CONSENT CALENDAR AS PRESENTED. CARRIED.
NEW BUSINESS
8. Lon Wyrick, Thurston Regional Planning Council Executive Director highlighted the
accomplishments of TRPC as the organization approaches its 35th Anniversary.
He expressed appreciation for the involvement of Yelm's elected officials and
addressed some of the benefits provided to Yelm by TRPC membership.
9. Public Hearing: 2003 City of Yelm Final Budget. Mayor Rivas called the meeting to
order at 7:43 p.m., announcing the time, date, place and purpose of the hearing.
No objections to participants were stated. A staff report was provided by Shelly
Badger who reviewed changes since the public hearing process began in
November. Since the 1 st public hearing, a three-year contract between the City and

Teamsters Local 378 representing Yelm's police officers has been ratified and
salary adjustments have been incorporated into the budget. New Budget Appendix
II, Elected Official/Employee Position Classification Salary Schedules were
provided. Other changes included meeting the insurance underwriter's
requirement that dental, vision and employee assistance programs are fully paid
by the city for both employees and family members.
Mayor Rivas invited audience questions/comments.
Mayor Rivas invited Council questions/comments. Shelly Badger indicated that
the budget is balanced in response to a question.
Being no additional questions/comments, Mayor Rivas closed the public hearing at
7:49 p.m.
a. City of YelmlTeamsters Local 378 Agreement, for the period 1/1/03-12/31/05.
Shelly Badger provided an overview of the new agreement which addresses the
term of the agreement plus 6 areas of change for overtime and callback, clothing
and equipment, sick leave, medical coverage and off-duty employment.
In response to a question, Shelly Badger indicated that 1000/0 medical coverage
was paid by the City for employees and 800..10 for family members. Dental, Vision
and Employee Assistance is provided for both employee and eligible family
members at 1000/0.

AUTHORIZING MAYOR RIVAS TO SIGN THE CITY OF YELM/TEAMSTERS
LOCAL 378 AGREEMENT EFFECTIVE JANUARY 1,2003 THROUGH
DECEMBER 31, 2005. CARRIED.
b. Ordinance No. 772, the 2003 City of Yelm Budget.

ORDINANCE NO 772, THE 2003 CITY OF YELM BUDGET. CARRIED.
10. City of YelmlThurston County District Court Interlocal Agreement. Maryam Olson
reported that the existing agreement covering costs for jury trials conducted by the
county expires on December 31,2002. The new contract sets Confirmed Jury
Selection and Jury Trial Daily fees for 2003 and 2004 and includes an inflation
increase for additional years. Yelm has had 1 Confirmed Jury Selection per year
and no Daily Jury Trial Fees for the past two years.

DISTRICT COURT INTERLOCAL AGREEMENT. CARRIED.
11. City of YelmlYelm Area Chamber of Commerce Services Agreement. Shelly
Badger indicated that this contract had been based on Tumwater's model.
Services to be provided for the $6,000 contract amount include mailing
informational packets, responding to telephone and mail requests for information,
and writing and publishing flyers in the Chamber's monthly newsletter. There was
some discussion about the amount anticipated for covering salary expenses and
concern about opening the door for future increases.

12. Resolution 428, Personnel Policy Revisions. Shelly Badger reviewed
housekeeping changes along with changes to the paycheck distribution dates,
moved from the last day of the month to the 5th day of the month following the
monthly pay period, and the addition of a new Violence in the Workplace section
and a Violence in the Workplace Crisis Plan and Procedures.

REVISIONS. CARRIED.
13. Ordinance 773, 2002 City of Yelm Budget Amendments. Agnes Bennick explained
that this is an annual practice of rebalancing appropriations to revenue and
expenditures. The Legal/Professional Services and Park Department budgets
were increased due to expenditures exceeding the appropriation and the
Community Development Block Grant Fund appropriation was increased to reflect
the additional revenue and expenditure activity in that fund due to the startup of
Yelm Community Services expansion project.

OF YELM 2003 BUDGET AMENDMENT ORDINACE 773. CARRIED.
14. City of Yelm Web Site Preview. Grant Beck provided an overview of web site
planning steps and a demonstration of the City of Yelm Web Site. He explained
various options possible for moving around the site and the benefits of each. There
was discussion concerning color, content, links and an estimated "live" date
sometime in the 1 st quarter of the year. Council supported the direction the
development was taking and praised Grant for the great job he has done in
developing the site to date.
15. Resolution No. 432, Mayor & City Council Protocol Manual. Shelly Badger
explained that this reflects the work to date, and that the ethics portion would start
with the state RCW cites and be included as a retreat agenda item. There was
discussion concerning the retreat scheduled for January.

REPORTS
16. Mayor Rivas reminded everyone that the Retreat date had been set for January
25. Discussion concerned having department heads attend v. either a written
report or report by the City Administrator.
17. Council Initiatives/Reports
a. Councilmember Miller praised the extraordinary job public works did in preparing
for Christmas in the Park. He attended Chamber of Commerce and CAPCOM
meetings.

b. Council member Thompson attended an EDC meeting. He reported that Big Sky is
off to a good start and should be able to meet presale expectations and that the
Fire Commissioners approved a split executive leadership plan.
c. Councilmember Isom attended a TRPC meeting, and noted that Yelm is not the
only jurisdiction with major traffic problems around schools. He mentioned possible
legislative action exempting schools from parking requirements as a possible way
to reduce the number of vehicles.
d. Councilmember Harding announced that IT had taken final action on new services
and that Yelm will have a full route as well as a circulator.
e. Councilmember Fetterly was excused.

CORRESPONDENCE
Correspondence reviewed included a Transportation Improvement Board Press Release
awarding Yelm $500,000 for the Stevens Avenue project.
