2006 RETREAT MINUTES
FRIDAY, FEBRUARY 24,2006
Present: Mayor Harding and Councilmembers Miller, Baker, Isom, McGowan
and Fetterly.
The morning bus tour departed Yelm City Hall at 9:05 a.m. with visits to
multiple sites throughout the city. Focus was on residential and commercial
development, planned roadway improvements, street connectors and
floodplain areas.
Facility tours and services overviews were provided at Yelm Community
Services and the Yelm Adult Community Center. Both facilities were
constructed with CDBG funds obtained in partnership with the city. Other sites
viewed included the preferred Public Safety Building site, Ridgeline Junior
High and Mill Pond Estates.
Following lunch, staff provided an overview of City Goals and an updated
progress report. Reports included: the 1) Yelm Sign Code update, project
completed; 2) 507/510 Loop Funding, partial funding obtained and additional
tasks/sources identified; 3) city and developer Short Term Traffic Control
Improvements being planned and implemented while the 507/510 Loop is
being developed and remaining connector projects; 4) Economic Development
Assessment for commercial and industrial opportunities, and marketing
options using research results; 5) Yelm-Roy Prairie Line, potential funding
sources; 6) Water Rights, including work to obtain new rights and pursuing
credits for reuse and aquifer recharge; and 7) an overview of the Community
Outreach Program and completed and ongoing projects. Work will continue on
remaining and new goal elements.
The Elected Official's Protocol Manual was reviewed with no changes made.
A suggested list of 2006 Study Session topics was provided for review.
Changes to the 2006 lineup included scheduling a March review of public
noticing requirements, an April review of the senior utility rate reduction
threshold. Reviews/updates/research related to the Sign Code, community
outreach options and cultural/recreational opportunities were added to the list
for future scheduling.
