04-11-01 Minutes YELM CITY COUNCIL MINUTES WEDNESDAY, APRIL 11,2001,7:30 P.M. YELM CITY HALL COUNCIL CHAMBERS OPENING 1. Mayor Rivas called the meeting to order at 7:30 p.m. Council present: Don Miller, John Thompson, Glen Cunningham and JW Foster. Excused: Bob Isom. 2. Agenda Approval 01-40 MOTION BY DON MillER, SECONDED BY JOHN THOMPSON APPROVING THE AGENDA AS WRITTEN. CARRIED. 3. Public Comment Janmarie Bradbury expressed an interest in attending a SWAC meeting and was provided with meeting times and location. She also inquired about earthquake damage to the water tower strapping/supports. Shelly Badger responded that engineers are still determining the best way to make repairs without having to empty the tank. CONSENT CALENDAR 4. Minutes: March 14 Worksession and March 28 Regular Meeting. 5. Vouchers No. 14832-14909, Totaling $71,319.76 6. Final March Payroll: Checks No. 4454-4512, Totaling $122,649.15 01-41 MOTION BY JOHN THOMPSON, SECONDED BY DON MillER APPROVING CONSENT CALENDAR ITEMS AS PRESENTED. CARRIED. NEW BUSINESS 7. National Youth Service Day Proclamation. Cody McElroy, representing Mary Dean, National Youth Services Day Coordinator, accepted a City Proclamation setting April 26, 2001 as Youth Services Day in the City of Yelm. 8. Final Plat Approval, Canal Estates, SUB-01-8274-YL, SW Corner of Rhoton and Canal Roads. Cathie Carlson provided an overview of the staff report dated April 3, 2001 explaining that the Planning Commission members reviewed the final plat and were satisfied that all conditions had either been met or secured with an Assigned Savings Account Agreement. Lots 1 - 9 fall within the (recently adopted) Y3 Corridor. When the plat was originally approved the corridor had not yet been adopted, so the City could not consider this in the conditions of approval, nor could the City require the developer to change the formatting of the plat. The Y3 corridor has since been adopted prompting staff to contact the city attorney to determine if warning language could be placed on the face of the plat advising purchasers of the (Y3 Corridor) situation. What the City is able to do so people will be informed of the situation is to attach a pink disclosure statement to building permits issued for that area. The disclosure will advise that the future development of the corridor may affect their property. 01-42 Discussion topics included: noise and traffic impacts, increased costs of corridor right-of-way purchases, possibility of putting a purchase option on the property, Staff will follow up on this possibility; and purchasers responsibility to check with the city to determine future plans. MOTION BY JW FOSTER, SECONDED BY JOHN THOMPSON APPROVING THE CANAL ESTATES FINAL PLAT, SUB-01-8274-YL AS FORWARDED BY THE YELM PLANNING COMMISSION. CARRIED. 9. Senior Center Sidewalk TIB Design Phase I Approval. Shelly Badger reported that the city was successful in obtaining a grant to reconstruct the sidewalk between 2nd and 3rd Streets on the south side of Yelm Ave. This is a State Transportation Improvement Board Grant that has been split into two phases. Phase I is for the design, Phase II the construction portion will be brought to Council for approval at a later date. 01-43 Discussion topics included: tree grates, lighting, sidewalk space, parking space, and pedestrian crossing lighting. MOTION BY GLEN CUNNINGHAM, SECONDED BY JOHN THOMPSON ACCEPTING THE TRANSPORTATION IMPROVEMENT BOARD YELM AVE DESIGN PHASE I AGREEMENT IN THE AMOUNT OF $4,125.00. CARRIED. 10. Arbor Month Proclamation. Mayor Rivas read the Arbor Month Proclamation. Cathie Carlson provided information about the Arbor Celebration planned for Friday, April 27 at the new Public Works facility. This will also be the grand opening of the green house and nursery. 11. Ordinance 732 Budget Amendment Municipal Building Fund. Agnes Bennick explained that this is the same type of amendment we normally do at the end of each year. October through end of year 2000 payment projections exceeded the bills received and paid resulting in a higher ending cash carryover balance for 2001. On the Revenue side, the amendment increases the year 2001 appropriations for Beginning Net Cash and Investments to match the actual carryover. Because of the larger carryover, the Earned Interest appropriation is also increased to reflect actual earnings during the first quarter of 2001. The expenditure side reflects a matching total dollar amount increase to the PW Shop Construction line. No additional (outside of the fund) financial support is being added to the fund. None REPORTS 13. Library - A written report was provided. Kristin Blalack added that library negotiations continue with everyone hoping for the best. 14. Mayor Rivas attended the following events/meetings: Department Heads, Library, Rail, Judge Meyer, IT Advisory Board x 2, Heart Association - (Heart Walk will resume this fall), and Nisqually River Annual Retreat. Upcoming events/meetings: 5/14 (tentative) Jail Meeting, and the Chamber Auction. 5/16 Jail Meeting, 5/23, 6 p.m., Work Session with Port of Olympia. Mayor Rivas distributed copies of a letter he received to Councilmembers. Mayor Rivas read a letter from Washington Municipal Clerks Association President Karen Smith extending her thanks to Yelm's elected officials for their support of City staff serving on the WMCA Executive Board. 15. Councilmembers Councilmember Miller attended a jail tour and spoke of overcrowding and other problems, and met with staff to review end of month and quarter reports. . Carpool arrangements were made for the 5/16 jail meeting. Councilmember Thompson turned the floor over to Brian Asmus who announced Billy Devores' graduation from the Police Academy on 4/17. Councilmember Cunningham attended a YPC meeting and is working with Thurston Co. on permits for the entrance signs. . Cathie Carlson invited Council to attend Monday's Planning Commission meeting for a presentation by the Thurston Co. Assessors' Office. Councilmember Foster - EMS Council Planning Group meeting postponed to this evening. The temporary month to month Medic 1 contract extension wI YFD #2 was approved by the County Commissioners. Chamber of Commerce meeting, new officials; L&I Ergonomics; cleanup is needed in some parts of town. There was some discussion of possible solutions. There was discussion and planning for a taser (electric volt) demonstration. Councilmember Isom was volunteered for the demonstration. 16. Financial - March End of Month and End of Quarter Reports were provided. 17. Park Use Requests. Agnes Bennick reported that park use requests were received for Yelm Prairie Days in July and a Habitat for Humanity Car Show in August 01-45 MOTION BY JOHN THOMPSON, SECONDED BY DON MILLER APPROVING TWO PARK USE REQUESTS.
