04-25-01 Minutes YELM CITY COUNCIL MINUTES WEDNESDAY, APRIL 25,2001,7:30 P.M. YELM CITY HALL COUNCIL CHAMBERS OPENING 1. Mayor Rivas called the meeting to order at 7:30 p.m. Council present: Don Miller, John Thompson, Glen Cunningham and Bob Isom. Excused: JW Foster. 2. 01-42- b Agenda Approval MOTION BY DON MILLER SECONDED BY JOHN THOMPSON APPROVING THE AGENDA AS WRITTEN. CARRIED. 3. Public Comment - none CONSENT CALENDAR 4. Minutes City Council Meeting, April 11, 2001 5. Vouchers No. 14943-15008, Totaling $233,314.49 6. . Preliminary Payroll, April 2001 01-43 - b MOTION BY JOHN THOMPSON, SECONDED BY GLEN CUNNINGHAM APPROVING CONSENT CALENDAR ITEMS AS PRESENTED. CARRIED. NEW BUSINESS 7. Bill Devore Sr. was introduced as Yelm's new Police Chaplain. Mr.Devore will be available as a resource for the community and officers in time of need. He expressed the importance of giving back to the community and is looking forward to the opportunity. 8. Demonstration of the newly acquired M26 Taser. Officer Rompa provided a brochure, visual target and a subject for demonstration of the T aser used as a non-lethal tool to reduce injury to both subjects and officers. When the probes come in contact with the subject, either fired from a range up to 21 ft. or direct contact with the end of the Taser, the muscles contract and the subject is overwhelmed. Safety and monitoring features were reviewed. The live demonstration included firing the taser at a metallic target that showed the action of the impulses through the body for a 5 seconds burst. For the demonstration on the subject the probes were taped to two points on the body and activated only long enough to disable the subject. Costs of tasers, cartridges, software and training were discussed and the likelihood of requesting additional tasers for each patrol car. 9. Public Hearinq on Amendments to Chapter 15.49, Integrated Project Review. Mayor Rivas opened the public hearing at 8:06 p.m., announcing that date, place, time and purpose of the hearing. There were no objections to participants or conflicts identified. Mayor Rivas called for the staff report. Cathie Carlson reviewed the reasons for the proposed amendment request. County Commissioners revised the county schedule from December to June as the deadline for adoption. Planning Commission held a public hearing and recommended changing Yelm's time line to coincide with the schedule approved by the County Commissioners. Being no additional comment, Mayor Rivas closed the public hearing at 8:09 p.m. MOTION BY JOHN THOMPSON, SECONDED BY BOB ISOM APPROVING ORDINANCE 733, AMENDMENT TO CHAPTER 15.49 INTEGRATED PROJECT REVIEW AS PROPOSED. CARRIED. Transportation Project for STP funds. TRPC, the agency responsible for administering Federal Transportation funds has switched from a competitive grant to a direct allocation process. Criteria set for selection of projects are safety, preservation and efficiency, not increased capacity. Staff met to review projects in the 6-year and 20 year plan. The 103rd Street project rose to the top to meet criteria to complete a link from 5 corners, down Creek Street and back down 103rd with hopes to augment West Road. Felt this project had the best chance to get outside funds for completion. MOTION BY GLEN CUNNINGHAM, SECONDED BY DON MILLER DIRECTING STAFF TO GO FORWARD WITH THE PRESENTATION TO TRCP FOR 103RD STREET PROJECT FUNDING. Notice of Completion of Public Works Contract. Stephanie Conners reviewed report on Public Works building completion. Project was on budget target. Since the report was written concerns on the storm pond have been warranted as working. MOTION BY JOHN THOMPSON, SECONDED BY DON MILLER APPROVING RELEASE OF RETAINAGE TO KAUFMANN BROS. FOR COMPLETED PUBLIC WORKS BUILDING PROJECT. CARRIED. Local Facilities Charge, Canal Road Park. Stephanie Conners reviewed staff report on Canal Road Park water needs. A meeting was held to discuss options to get water to the furthest point of the park. Two options were considered: drilling a new exempt well or extending the City's watermain from 100th and Grove to the park. After meeting with staff and engineers, it was determined to support the extension of the watermain at a cost of approximately $80,000. Advantages were discussed, including potable water to the site and capital improvement to the property. Stephanie Conners asking council to decide if this is a good improvement project and if the Local Facilities charge is an option to consider to recapture some of the cost of the 2000 ft extension from the benefited properties. YELM CITY HALL COUNCIL CHAMBERS Questions included: costs to property owner when it is the park that needs the water, cost difference between government contract and private contractor, if time limits like latecomer fee could be extended, if fire hydrants can be added later and how much of the costs should be considered to recapture, Staff indicated that water rights, supply, capacity and water service areas are currently being determined and analyzed as part of the Comprehensive Water Plan. 01-47 MOTION BY BOB ISOM, SECONDED BY JOHN THOMPSON APPROVING A CAPITAL WATERMAIN EXTENTION OF APPROXIMATELY 2000-FT OF 10" PVC PIPE FROM 100TH WAY AND GROVE ROAD TO CANAL ROAD PARK. Brian Asmus reported attending Bill Devore's academy graduation where he received an award from his classmates for the person they would most like to have as their partner. Shelly Badger reported the May 14 Jail Meeting is tentatively changed to May 21 or May 30 depending on how many can attend. b) Public Works report was reviewed. Grand opening for new facility is May 22. Councilmember Thompson reported that City staff is looking into ways to get help in the cleanup of the BNSF line route. Brian reported squatters have moved from the right of way to private property. Councilmember Thompson attended a council meeting at the City of Lacey where Yelm was presented with a sequoia tree in honor of Arbor Day. 16. Committee will review and keep council informed. 18. Councilmember Foster a) City Hall 1) Administrative Offices - none reported 2) Community Development - written report provided. b) Senior Center - none reported c) Councilmember Foster attended Emergency Medical Services Council meeting and Solid Waste Advisory Committee meeting. 19. Mayor Rivas attended ITP&O meeting and met with Council member Thompson and Councilmember Foster. Had lunch with Shelly and Colonel Freidabetch, 1 st Special Force at Fort Lewis. Colonel Freidabetch is the liaison to the Fort Lewis and will be attending events in Yelm in addition to keeping Yelm informed of the events at Fort Lewis.
