OPENING
1. Mayor Rivas called the meeting to order at 7:30 p.m.
Council Present: Don Miller, John Thompson, Glen Cunningham and JW
Foster. Councilmember Isom was excused.
2. Agenda Approval

01-58 MOTION BY DON MILLER, SECONDED BY GLEN CUNNINGHAM
APPROVING CONSENT AGENDA ITEMS. CARRIED.
NEW BUSINESS
7. Resolution 410, LID Segregation for Prairie Winds Estates. Cathie Carlson
explained that Council action would result in the segregation and redistribution
of the LID assessment as currently recorded for property on Cullens Rd. The
change distributes 1 ERU each to 20 newly formed lots. The assessment
amount remains the same but is distributed equally to each of the lots.
In the future the segregation process will take place at the same time the final
plat is approved.

REPORTS
9. Councilmember Miller
a. Court - a written report was provided.
b. Other meetings/events: included a Public Disclosure Commission meeting in
Lacey where speakers microphones did not provide amplification, making it was
difficult to hear speakers.
Councilmember Miller pointed out the addition of manual checks to the agenda
and voucher report. At the auditor's request, checks (manual) written to refund
utility deposits/pass through collections have been provided for approval. Three
employees are currently reviewing these checks.
10. Councilmember Thompson
a. Police - a written report was provided. Brian Asmus added that Todd Stancil is
attending Crime Prevention training in Walla Walla. Strategies for Youth, a two-
hour drug prevention program, has been scheduled for Mill Pond School.
b. Public Works - a written report was provided. Insurance representatives and
FEMA determined that the water tank damage was mostly pre-earthquake.
Repair costs will not meet insurance deductibles. The report has been
forwarded to FEMA and is still being assessed.
Tim Peterson attended Emergency Management training in Virginia the week of
May 7-11. Tim felt it was a good exercise and everyone benefited from the
practice and networking opportunities.
c. Other meetings/events: a meeting at Intel, and the Global Warming Conference
in Seattle. This is an attempt to get the NW to take a leadership role in curbing
C02 emissions. The hope is that this will start here and picked up across the
country.
11. Councilmember Is om - excused
a. Park Advisory Board - Prairie Days dates have been changed to July 6, 7, 8, the
same weekend as the Seattle to Portland Bike Run. The police chief rerouted
the STP course down Clark Rd to Mill Pond School to move the bicycle traffic
away from City Park. Shelly and Brian were thanked for working through the
difficulties created by the change.

12. Councilmember Cunningham
a. Planning/Community Development - the Planning Commission held a public
hearing concerning a proposal to build apartments behind Safeway. There were
quite a few neighborhood people in attendance that do not want that to happen.
There was some discussion concerning the need for focusing on code
enforcement in the Five Corners area.

Railroad Committee - no report
Other meetings/events: the opening of the Public Works Facility and an
Economic Development Council (EDC) meeting
Councilmember Foster
City Hall
1) Administrative - a written report was provided
Senior Center - No report
Other meetings/events: the SWAC meeting was cancelled and rescheduled for
the 31 st. A Hazardous Household waste site was set up at the golf course, but
not well advertised.
The Emergency Medical Services Council Medic I planning unit found that they
do not agree on the Medic I issue. They are going to develop a mission
statement to guide them. It was recommended that a letter be sent to the
director requesting direct contact between the group and the city. Mayor Rivas
requested that Shelly Badger draft a letter.
The Y -3 corridor was discussed, Mayor Rivas thought it may be necessary to
find a way to place emphasis to local projects.
14. Mayor Rivas
Mayor Rivas thanked Councilmember Thompson for filling in at the last meeting.
Councilmembers were thanked for their expression of sympathy.
Other meetings/events included 2 Junior Achievement sessions, Public
Disclosure Commission, w/CAO, Public Works Facility opening, all city staff
meeting, and tonight's Port of Olympia joint meeting.
CORRESPONDENCE
Correspondence reviewed included the upcoming Thurston County Elections Candidate
Workshop on June 6.
