08-09-00 Minutes YELM CITY COUNCIL MINUTES WEDNESDAY, AUGUST 9, 2000, 7:30 P.M. YELM CITY HALL COUNCIL CHAMBERS 1. Call to Order. Mayor Wolf called the meeting to order at 7:30 p.m. All present joined in the flag salute. Present: Don Miller, John Thompson, Velma Cuny and Glen Cunningham. Adam Rivas was excused. 2. Consent Agenda Items 00-102 MOTION BY DON MILLER, SECONDED BY JOHN THOMPSON APPROVING CONSENT AGENDA ITEMS. CARRIED. a. Agenda b. Minutes: July 26, 2000 c. Vouchers: #13376 - #13453, Totaling $132,826.47 d. Payroll: Final July 2000, Checks 3755-3832, Totaling $110,582.00 3. Public Comment/Questions. None 4. New Business: a. Resolution No. 403 Killion Road Extension LID - Shelly Badger presented an overview of the staff report dated August 2, 2000. The proposal, a request for formation of a local improvement district (LID) for Killion Rd. infrastructure improvements, would include preformation costs in the LID. Resolution 403 establishes conditions in which the City will entertain a petition for a LID. A Preformation Agreement was also reviewed with changes made to Item 5 that would strike the name of an engineering firm and replace the name with "of choice." 00-103 MOTION BY JOHN THOMPSON, SECONDED BY VELMA CURRY APPROVING RESOLUTION NO. 403, KILLION ROAD EXTENSION LID WITH CONDITIONS. CARRIED. 00-104 MOTION BY JOHN THOMPSON, SECONDED BY VELMA CURRY APPROVING THE KILLION ROAD EXTENSION LID PREFORMATION AGREEMENT WITH CHANGES TO ITEM #5. CARRIED. b. Resolution No. 402 Right-of Way Acquisition Procedure, Appraisal Waiver Procedure, Administrative Settlement Limits of Authority, and Government Agreement for Aid with WSDOT - Shelly Badger gave an overview of the staff report dated august 2, 2000, explaining that the resolution meets requirements to establish a Right-of-Way Acquisition Procedure, an Appraisal Wavier Procedure and determining staff authority limits in making Administrative Settlement Offers. The Government Agreement for Aid for Land Acquisition, Relocation, Yelm City Council Minutes city council/2000/08-09-00minutes Page 1 of3 and Related Services is a contract with WSDOT for right-of-way appraisals, appraisal reviews, negotiations, and relocation services. If Yelm needs assistance in these areas, a task order outlining the scope of work and fees is prepared to cover WSDOT's costs to provide the services. 00-105 MOTION BY VELMA CURRY, SECONDED BY JOHN THOMPSON APPROVING RESOLUTION 402 AND AUTHORIZING EXECUTION OF THE GOVERNMENT AGREEMENT FOR AID WITH WSDOT. CARRIED. 5. Old Business: a. Washington City and County Pipeline Safety Consortium re Olympic Pipeline. Shelly Badger presented an overview of the staff reported dated July 31, 2000, explaining that because pipeline safety concerns the Washington City and County Pipeline Safety Consortium was formed. One of the functions of the consortium is to develop a standard franchise agreement for members with emphasis on testing, safety, operations and potential fees. An Interlocal Agreement was included in materials. The agreement identifies consortium goals, leadership and administrative roles, membership and financial responsibilities. Yelm area test results showed no irregularities and the pipeline was recently purchased by British Petroleum and Equilon. Following discussion, council requested that additional information be gathered. Follow-up was scheduled for the September 13 meeting. 6. Reports: a. Library - The Librarian's written report for July was provided. Kristin Blalack spoke about the library proposal and some concerns expressed about the second floor location. b. Mayor - Thanked Council for their participation in the Prairie Days' Parade. Meetings attended included: CAO, PW Supervisor. Staff and Councilmember Curry were thanked for their role in the audit. Yelm once again has a clean audit. Mayor Wolf read the response to a letter from Ken Garmann concerning traffic concerns. c. Council - Councilmember Cunningham was not permitted to stay for the Planning Commission meeting. Councilmember Miller attended the Thurston Co. Fair opening and a meeting with public works staff concerning vandalism at Cochrane Park. Julie Graber, NVN reporter was asked if the paper could help bring the issue to the attention of the public. Financial - July End of Month - Agnes Bennick pointed out an irregularity in the totals due to an electronic transfer that will be corrected for the August statements. 7. Executive Session to discuss sewer service options. Approximately 20 minutes. Mayor Wolf closed the regular meeting at 8:29 p.m. and announced that Council would be going into executive session for approximately 20 minutes to discuss sewer service options and lease costs. Mayor Wolf reopened the meeting at 8 :46 p.m. Council consensus was that staff should pursue the lease offer. 8. Correspondence reviewed included an invitation to the Senior Center. 9.
