09-13-00 Minutes YELM CITY COUNCIL MINUTES WEDNESDAY, SEPTEMBER 13, 2000, 7:30 P.M. YELM CITY HALL COUNCIL CHAMBERS 1. Call to Order. Mayor Pro-Tern Rivas called the meeting to order at 7:30 p.m. All present joined in the flag salute. Present: Don Miller, John Thompson, Glen Cunningham and Adam Rivas. 2. Consent Agenda Items a. Payroll: Approval Final August 2000 00-111 MOTION BY GLEN CUNNINGHAM, SECONDED BY JOHN THOMPSON APPROVING CONSENT AGENDA ITEMS AS SHOWN, WITH ONE CHANGE TO THE 8/23/00 MINUTES - PAGE 3, MOTION #00-110, JOHN THOMPSON'S NAME IS MIS-SPELLED. CARRIED. 3. Public Comment/Questions - None. 4. New Business: a. Centennial Station (AMTRAK) Operation & Maintenance Contract. Shelly Badger provided a brief overview of the contract stating that Yelm's portion of the annual maintenance budget is 1 %, no change or increase from year 2000. 00-112 MOTION BY DON MILLER, SECONDED BY JOHN THOMPSON TO APPROVE THE CENTENNIAL STATION (AMTRAK) OPERATION AND MAINTENANCE CONTRACT, TO BE SIGNED BY MAYOR WOLF. CARRIED. 5. Old Business: a. Pipeline Safety Consortium Update (from 8/9/00.) Shelly Badger made a request to table this discussion to the 9/27/00 city council meeting, because she has yet to connect with all necessary parties to make a staff recommendation. 00-113 MOTION BY JOHN THOMPSON, SECONDED BY GLEN CUNNINGHAM TO TABLE THE PIPELINE SAFETY CONSORTIUM UPDATE TO THE SEPTEMBER 27, 2000 CITY COUNCIL MEETING. CARRIED. b. Staff Report on Library Costs. Shelly Badger provided a brief staff report. Adam Rivas and Shelly Badger will attend a meeting at the Timberland Library Service Center on September 14, 2000 to begin discussions regarding the possibility of a new library facility in Yelm. c. Medic 1 Council Letter Supporting Funding Formula and Delivery Program Revision. Shelly Badger asked Yelm Fire District Chief, Bill Steele to give a brief update for the Council members who were not able City Council Minutes City CounciI/2000/Minutes/09-13-00 Page 1 of3 to attend the workshop on August 24, 2000. Bill Steele explained the letter of support for the funding formula and delivery program revision. 00-114 MOTION BY DON MILLER, SECONDED BY JOHN THOMPSON TO APPROVE A LETTER TO THE MEDIC ONE COUNCIL, SUPPORTING THE FUNDING FORMULA AND DELIVERY PROGRAM REVISION, TO BE SIGNED BY MAYOR WOLF. CARRIED. d. W A State Dept. of Transportation Supplement No.3 to GCA-1578 for y elm Ave. E project. Shelly Badger provided a brief staff report, stating the purpose of the GCA-1578 Supplement No 3 as follows: Removal of work contained in the Clark Road project (referred to as Stage 1) from the State's paving/City frontage improvement Y elm Ave. E project AND right-of-way acquisition services for parcels to include negotiation with property owners including preparation of offer letters, correspondence, diaries, legal documents, vouchers and clearance of title encumbrances. The estimate of the cost of this work is $15,000.00. 00-115 MOTION BY GLEN CUNNINGHAM, SECONDED BY DON MILLER TO APPROVE THE WASHINGTON STATE DEPT. OF TRANSPORTATION SUPPLEMENT NO.3 TO GCA-1578 FOR THE YELM AVENUE EAST PROJECT. CARRIED. 6. Reports: a. Library - a written report was provided by Librarian Kristin Blalack, plus she added: On September 27,2000, Chuck Hall will be at the Yelm Library for a book signing, on his new Novel/Biography; and the Preschool Story time starts on September 20th, 10:30-11 :00 a.m., for 8 weeks. b. Mayor - Shelly Badger reported for Mayor Wolf; a successful "Mayor's Forum" was held here on September 1 st. Mayor Wolf would like to thank Janine Schnepf for organizing the luncheon, everything was wonderful. Annette Haworth resigned on September 5th. Diana Clevinger is filling in for the month of September to help out in the front office. Mayor Wolf and Agnes Bennick are working on a restructuring proposal for the Administrative Dept. to bring before City Council for consideration. Also, Mayor Wolf received a $200 donation from Darlene Lazelle and all Classes 1950-59, with a nice note requesting the money be used towards new picnic tables at Yelm City Park. c. Council - 1) Public Works - Councilmember Miller reported that the new Public Works facility is progressing, with building to start next month. The Water Comp Plan work is continuing. He attended a CAPCOM meeting, where they adopted their budget for 2001 with no changes from the draft. City Council Minutes City CounciI/2000/Minutes/09-13-00 Page 2 of3 2) Police - Councilmember Thompson reported that Chief Brian Asmus recently returned from 11 weeks of training at the FBI Academy in Quantico Virginia and he asked Chief Asmus to speak about his experience at the FBI Academy. Chief Asmus said it was great to be back, and he thanked the Mayor and City Council for allowing him to attend the FBI Academy. Chief Asmus also said the training was top notch, he attended six different classes along with extensive physical training. He feels one of the best parts of the academy was the "networking" with all the other law enforcement agencies from all over the world. 3) Council member Cunningham reported that he had attended a Transportation Policy Board meeting that morning. d. Financial - Mayor Pro- Tem Rivas noted that a written report was included in their packets. e. Parks/Park Use Request - Councilmember Thompson CMP, 9/23/00, Children's Birthday Party, 12:30-5:30, attending: 35 00-116 MOTION BY JOHN THOMPSON, SECONDED BY GLEN CUNNINGHAM APPROVING ONE PARK USE REQUEST. CARRIED. 7. Executive Session to Evaluate Candidate Qualifications for Appointment to Elective Office. (RCW 42.10.11 O(h)) Approximately 20 minutes. Mayor Pro- Tern Rivas closed the regular meeting at 8:35 p.m. and announced that Council would be going into executive session for approximately 20 minutes to evaluate candidate qualifications for appointment to elective office. Mayor Pro- Tem Rivas reopened the meeting at 8:47 p.m. 00-117 MOTION BY DON MILLER, SECONDED BY JOHN THOMPSON TO APPOINT ROBERT ISOM TO COUNCIL POSITION #3, AND REQUEST MR. ISOM BE SWORN IN AT THE NEXT MEETING ON SEPTEMBER 27, 2000. CARRIED. 8. Correspondence was reviewed. Shelly Badger pointed out the flyer for the Annual South Puget Sound Foreign Trade Zone "Tools for Trade" free seminar to be held on September 20,2000,8-12 p.m. at the WestCoast Hotel in Olympia.
