Roll Call Present: JW Foster, Joe Baker, Jennifer Littlefield, Tracey Wood, Ken Garmann. 15 -054 MOTION BY TRACEY WOOD EXCUSING BOB ISOM AND RUSS HENDRICKSON FROM THE MEETING. CARRIED. Agenda Approval 15 -055 MOTION BY APPROVING THE AGENDA AS PRESENTED. CARRIED. 4. Special Presentations - Library Awareness Month Proclamation. Mayor read the Proclamation encouraging citizens to support the efforts of the Friends of the Library. Helen and Felix Krietel accepted on behalf of the Friends of the Library. Washington Department of Transportation, John Romero, presented preview of WSDOT's upcoming work in Yelm, from Tenino to Roy, with some gaps scheduled to be picked up in future years, dependent on funding. Pavement repair of travel lanes and some turn lanes, video detection camera installation at 5 intersections; First St, Clark, Vancil, Bald Hills and 170th (WalMart Blvd) sensing traffic, not for law enforcement, 20 curb ramps at 7 intersections and striping. Contract schedule begin July 20 to mid August. Marking will follow in early September. Map provided. Work hours for lane impacts limited to 9:00 pm to 6:00 am, Mon -Fri and 9:00 pm to 8:00 am Fri to Sat. Thanks from the Mayor for the update to pass on to citizens and for all improvements. Public Hearing -none scheduled 8. New Business - a. Beehive Software Subscription Purchase Ryan Johnstone provided staff report, seeking authorization for software suite module for tracking maintenance of existing infrastructure and asset management. Software will assist Public Works and Community Development departments to be proactive for the needs of the City. Will interface with existing GIS. Provide access to vast database specifically valuable in the field to access data in real time, on scene, and on a day -to -day basis. Ability to issue work orders from the software. Cost for one -year is approx $18,000 plus $5,000 one time deployment to establish connection to existing data. Funding from General, Water Capital Improvement and Sewer Reuse Reserve funds. Grant Beck responded that software is highly regarded and centralizes multiple operations. 15 -057 MOTION BY JW FOSTER AUTHORIZING THE PURCHASE OF A ONE -YEAR SUBSCRIPTION TO THE WATER, WASTEWATER, STORM, STREETS AND PERMITTING/ PLANNING MODULES OF BEEHIVE INDUSTRIES SOFTWARE. CARRIED. b. Stormwater Management Plan Consultant Contract Ryan Johnstone seeking authorization to move forward with first phase of development of Stormwater Management Plan. Upon completion will know what needs to be done for the utility, similar to Water System Plan and General Sewer Plan. Taking proactive approach to move forward prior to Dept of Ecology mandate of six core DOE requirements. Will address the existing and missing pieces of current stormwater utility through this analysis. Second phase will address the capital improvements and rate analysis. Phase 1 funding provided through a successful $75,000 DOE grant and $25,000 DOE loan. City staff evaluated three consulting firms, choosing Parametrix as the preferred firm. 15 -058 MOTION BY JOE BAKER AUTHORIZING MAYOR HARDING TO SIGN A CONTRACT IWHT PARAMETRIX, INC. IN THE AMOUNT OF $99,027.56 FOR DEVELOMENT OF A STORMWATER MANAGEMENT PLAN. CARRIED. 9. Old Business —none scheduled 10. Mayor and Council Initiatives Councilmember Foster attended SWAC meeting, nothing to report. Attended today's Chamber of Commerce meeting. Councilmember Baker met with facilitator to schedule Intercity Retreat. Councilmember Littlefield attended TPRC Retreat in Councilmember Isom place to set priorities for long range planning; transportation infrastructure, water resources, economic opportunity, Sustainable Thurston action plans. Also attended HOME Consortium meeting where they concentrated on planning HOME Consortium retreat and discussed potential merge with Housing Action Team (HAC). Councilmember Wood attended TCOM Emergency 911 Board meeting discussed results from strategic positioning event. Mayor Harding reported full funding of SR 510 Loop approved through State transportation package, adding appreciation extended to the 2 lobbyist and District Representatives for their work over the years and during this legislative session. Also received addition $500,000 for Community Center. Yelm was well represented this session including the Yelm Senior Center awarded $80,000 for building repairs. Attended AWC conference, took away opportunities for future grants and networking contacts. Was recognized by AWC as advocate for cities across the state during legislative session. For the good of the order, Councilmember Foster expressed his appreciation for Public Works Director, Ryan Johnstone and Chief Stancil for their departments work during recent successful public events, including Prairie Days and STP rolling through. Executive Session - Mayor Harding announced at 6:50 p.m. that Council would go into Executive Session for 45 minutes to discuss collective bargaining proposals for City of Yelm and Yelm Police (RCW 42.30.140). Shelly Badger announced after 45 minutes that Executive Session was extended for another 30 minutes. Return to regular session at 8:07 p.m. 12. The City is required to identify a six year list of planned transportation projects by Section 35.77.010 RCW. This list does not have to be fiscally constrained (a funding source secured, obligated, or identified), but is rather a simple list of planned projects. The City's Transportation Improvement Program will contain certain projects that are fiscally constrained (a funding source identified). These projects will be included in the Regional Transportation Improvement Program maintained by our Regional Transportation Planning Organization, the Thurston Regional Planning Council. The City works with TRPC to identify those projects that are regionally significant for inclusion in the Regional TIP. Again, these projects have to be fiscally constrained (not actually funded, but a funding source identified). Certain projects from the Regional TIP become part of the Statewide Transportation Improvement Program (STIP). Those projects that are fiscally constrained and are regionally significant (which includes any State Routes) are included in the STIP and must be in order to receive State or Federal Funds. Ron Harding c/o City of Yelm 105 Yelm Ave. West Yelm, WA 98597 Re: Hotel/Motel Tax Fund Dear City Council Members and Mayor Harding: The Yelm Business Association (YBA) requests the current status of the City of Yelm's Ho- tel/Motel tax fund and Committee makeup. On January 13, 2015, the Yelm City Council approved the establishment of a Lodging Tax Advi- sory Committee, which defined the duties and functions of the committee and established an ef- fective date. From the City Staff Report: "Any county, city or town that has imposed the hotel/motel (lodging) tax and has a population of 5,000 or more is required to establish and maintain a Lodging Tax Advisory Committee per RCW 67.28.1817. The committee's membership must be a minimum of five members confirmed by the Council and made up of equal number of business members of the community that collect the tax and eligible agencies that request funding from the revenue collected from the tax, including any municipality, used directly or indirectly through convention, visitors bureau or destination marketing. One member shall be an elected official of the municipality who shall serve as chair of the committee." City Council Member Bob Isom remarked during the meeting that, "One of the requirements is a minimum of two members who are representatives of businesses required to collect the lodging tax. Now I see an issue here because we've only got one business [that collects the tax, Prairie Pagel Hotel]." Mr. Isom may not be aware that Yelm does actually have a bed & breakfast establish- ment within the city limits, Conley Suites Bed & Breakfast, which could also send a member to the Committee. City Administrator Shelly Badger said the city's attorney would be consulted for an opinion before committee members are selected. The Yelm Municipal Code Chapter 3.84 also states: "This tax may be levied only for the purpose of paying all or any part of the cost of acquisition, construction, or operating of stadium facilities, convention center facilities, performing arts center facilities and/or visual art center or museum fa- cilities or to pay for advertising, publicizing, or otherwise distributing information for the purpose of attracting visitors and encouraging tourist expansion or for oth- er approved state statute uses. (Ord. 479 § 2, 1993)." As a business organization, the YBA feels that this tax fund directly affects local businesses in that it is designed to attract consumers to Yelm. These consumers would be purchasing our businesses' goods and services, touring the area, and taking away an impression of Yelm that we would hope is favorable. On January 13, 2015, the lodging tax fund reportedly had a balance of $167,000. The YBA would like to inquire as to the current balance of the collected tax funds, their availability, the status of the committee, and whether funds are funds collected from establishments in Yelm oth- er than the Prairie Hotel. Would the City be interested in sending a representative to educate YBA members about the committee and dissemination of funds?
