YELM CITY COUNCIL REGULAR MEETING
TUESDAY, .JULY 14, 2015 MINUTES
1. Mayor Harding called the meeting to order at 6:00 pm.
2. Roll Call Present: JW Foster, Joe Baker, Jennifer Littlefield, Tracey Wood, Ken
Garmann.

15-055 MOTION BY APPROVING THE AGENDA AS PRESENTED. CARRIED.
4. Special Presentations - Library Awareness Month Proclamation. Mayor
read the Proclamation encouraging citizens to support the efforts of the Friends of
the Library. Helen and Felix Krietel accepted on behalf of the Friends of the
Library.
Washington Department of Transportation, John Romero, presented
preview of WSDOT's upcoming work in Yelm, from Tenino to Roy, with some gaps
scheduled to be picked up in future years, dependent on funding. Pavement repair
of travel lanes and some turn lanes, video detection camera installation at 5
intersections; First St, Clark, Vancil, Bald Hills and 170th (WalMart Blvd) sensing
traffic, not for law enforcement, 20 curb ramps at 7 intersections and striping.
Contract schedule begin July 20 to mid August. Marking will follow in early
September. Map provided. Work hours for lane impacts limited to 9:00 pm to
6:00 am, Mon -Fri and 9:00 pm to 8:00 am Fri to Sat. Thanks from the Mayor for
the update to pass on to citizens and for all improvements.
5. Public Comment - call for Public Comment.
Preston Collins, Yelm recommended that the construction information be posted
on both the City website and reader board.

8. New Business -
Beehive Software Subscription Purchase
Ryan Johnstone provided staff report, seeking authorization for software suite
module for tracking maintenance of existing infrastructure and asset
management. Software will assist Public Works and Community Development
departments to be proactive for the needs of the City. Will interface with existing
GIS. Provide access to vast database specifically valuable in the field to access
data in real time, on scene, and on a day-to-day basis. Ability to issue work orders
from the software. Cost for one-year is approx $18,000 plus $5,000 one time
deployment to establish connection to existing data. Funding from General, Water
Capital Improvement and Sewer Reuse Reserve funds. Mayor Harding added

benefit of scheduling of maintenance well in advance. Grant Beck responded that
software is highly regarded and centralizes multiple operations.
15-057 MOTION BY JW FOSTER AUTHORIZING THE PURCHASE OF A ONE-YEAR
SUBSCRIPTION TO THE WATER, WASTEWATER, STORM, STREETS AND
PERMITTING/ PLANNING MODULES OF BEEHIVE INDUSTRIES SOFTWARE.
CARRIED.
b. Stormwater Management Plan Consultant Contract
Ryan Johnstone seeking authorization to move forward with first phase of
development of Stormwater Management Plan. Upon completion will know what
needs to be done for the utility, similar to Water System Plan and General Sewer
Plan. Taking proactive approach to move forward prior to Dept of Ecology
mandate of six core DOE requirements. Will address the existing and missing
pieces of current stormwater utility through this analysis. Second phase will
address the capital improvements and rate analysis. Phase 1 funding provided
through a successful $75,000 DOE grant and $25,000 DOE loan. City staff
evaluated three consulting firms, choosing Parametrix as the preferred firm.
15-058 MOTION BY JOE BAKER AUTHORIZING MAYOR HARDING TO SIGN A
CONTRACT IWHT PARAMETRIX, INC. IN THE AMOUNT OF $99,027.56 FOR
DEVELOMENT OF A STORMWATER MANAGEMENT PLAN. CARRIED.

10. Mayor and Council Initiatives
Councilmember Foster attended SWAC meeting, nothing to report. Attended
today's Chamber of Commerce meeting.
Councilmember Baker met with facilitator to schedule Intercity Retreat.
Councilmember Littlefield attended TPRC Retreat in Councilmember Isom place
to set priorities for long range planning; transportation infrastructure, water
resources, economic opportunity, Sustainable Thurston action plans. Also attended
HOME Consortium meeting where they concentrated on planning HOME
Consortium retreat and discussed potential merge with Housing Action Team
(HAC).
Councilmember Wood attended TCOM Emergency 911 Board meeting discussed
results from strategic positioning event.
Mayor Harding reported full funding of SR 510 Loop approved through State
transportation package, adding appreciation extended to the 2 lobbyist and
District Representatives for their work over the years and during this legislative
session. Also received addition $500,000 for Community Center. Yelm was well
represented this session including the Yelm Senior Center awarded $80,000 for
building repairs. Attended AWC conference, took away opportunities for future
grants and networking contacts. Was recognized by AWC as advocate for cities
across the state during legislative session.
For the good of the order, Councilmember Foster expressed his appreciation for
Public Works Director, Ryan Johnstone and Chief Stancil for their departments work
during recent successful public events, including Prairie Days and STP rolling
through.

11. Executive Session - Mayor Harding announced at 6:50 p.m. that Council would
go into Executive Session for 45 minutes to discuss collective bargaining proposals
for City of Yelm and Yelm Police (RCW 42.30.140). Shelly Badger announced after
45 minutes that Executive Session was extended for another 30 minutes.
Return to regular session at 8:07 p.m.
