REGULAR MEETING
WEDNESDAY, APRIL 28, 2004
Call to Order. Ron Harding, Mayor Pro Tem called the meeting to order at
7:30 p.m.
2. Roll Call. Present: Don Miller, Joe Baker, Bob Isom, Pat Fetterly and Ron
Harding as Mayor Pro Tem. Excused; Mayor Adam Rivas
3. Agenda Approval
04 -39 MOTION BY PAT FETTERLY, SECONDED BY BOB ISOM APPROVING
THE AGENDA.
4. Special Presentations -
a. Yelm Tree Advisory Board Arbor Day Proclamation. Mayor Pro Tem Harding
introduced Glen Cunningham and Tami Merriman for their presentation of
2004 Arbor Day. Glen Cunningham reviewed the year's activity for the Tree
Board including tree plantings with the help of the FFA, Neighborhood Tree
Grant Program planting of 20 trees on 107th Loop, donation of 100 bare root
trees from J. Frank Schmidt and Son Co. and report on the money raised for
maintenance of the Hawthorne trees on Yelm Ave.
Ben Thompson, Community Assistance Forester, Washington Dept of
Natural Resources presented the City of Yelm with a Tree City USA award
for the 8th year in recognition of Tree Board as a forward looking group for
including future generations in the appreciation of trees and their value. He
also recognized the cooperation and support of the City Council and
neighborhoods as well.
Glen Cunningham and Tami Merriman presented the Adopt A Tree Memorial
Tree Donors with a certificate of appreciation.
Virgil Clarkson, Mayor of Lacey was present to acknowledge acceptance of a
golden chain tree from the City of Yelm and donation of a cherry tree from
the City of Lacey.
Mayor Pro Tem Harding read the 2004 Arbor Day Proclamation.
b. Senior Center Week Proclamation. Mayor Pro Tem Harding read a
proclamation to recognize Senior Center Week as May 9 -May 15, 2004 and
presented it to Reba Minton from the Yelm Multipurpose Senior Center.

NEW BUSINESS ITEM 8B. CARRIED.
7. Public Hearings — None
New Business
8. a. Ordinance No. 805, Modification to the Final Assessment Roll for Local
Improvement District No. 1 (Iverson /Rainier Development). Tami Merriman
reviewed the staff report to transfer 20 available equivalent residential units
from Iverson on 103'd to Rainier General Development on 104th Ave.
04 -41 MOTION BY BOB ISOM, SECONDED BY PAT FETTERLY ADOPTING
ORDINANCE NO. 805 APPROVING TRANSFER OF 20 EQUIVALENT
RESIDENTIAL UNIT ASSESSMENTS IN LID NO. 1 FROM DESMOND
IVERSON, 103RD AVE TO RAINIER GENERAL LLC. CARRIED
8. b. Cochrane Memorial Park Use Application moved to agenda item 8 b. for
further discussion. Councilmember Isom stated his concern that the available
parking spaces do not support the number attending the wedding at the Park.
Shelly Badger responded that in addition to the 53 total spots at the Park and
approved at the fire station across the street, this group has secured
additional parking at a family member's home near the park. Time requested
has been changed to noon.
04-42 MOTION BY BOB ISOM, SECONDED BY PAT FETTERLY APPROVING
KEMPENSKI APPLICATION FOR USE OF COCHRANE PARK ON
AUGUST 21, 2004. CARRIED.
9. Old Business
Ordinance No. 804, Budget Amendment transferring $24,787 from the
Current Fund (001) Reserve Account to Fire Suppression. Agnes Bennick
reported this was a directive from Council allowing the fire district to convert
an employment position to a permanent position.
04 -43 MOTION BY PAT FETTERLY, SECONDED BY DON MILLER ADOPTING
ORINANCE 804 AMENDING BUDGET ORDINANCE NO. 794(12/03) BY
TRANSFERRING $24,787 FROM CURRENT FUND RESERVE ACCOUNT
TO FIRE SUPPRESSION. COUNCILMEMBER ISOM ABSTAINED.

9. b. Ordinance No. 803, Budget Amendment transferring funds from the Current
Fund (001) to the Municipal Building Fund (302). Agnes Bennick reported
this item was a directive from the April 14, 2004 City Council meeting to
complete the work order changes to the Council Chambers.
04 -44 MOTION BY BOB ISOM, SECONDED BY JOE BAKER ADOPTING
ORDINANCE 803 AMENDING BUDGET TO TRANSFER FUNDS FROM
THE BUILDING MAINTENANCE ACCOUNT AND CAPITAL RESERVE IN
THE CURRENT EXPENSE FUND TO THE MUNICIPAL BUILDING FUND
TO COMPLETE COUNCIL CHAMBERS REMODEL. CARRIED.
9.c. Property Tax Calculator on the Web Page. Agnes Bennick reported on the
spreadsheet provided demonstrating the distribution of individual property tax
collection to the City of Yelm. Grant Beck added this tool to the City Web
Site. www.ci.yelm.wa.us.
10. Mayor and Council Reports and Initiatives and Board /Commission
Business
Councilmember Harding attended Yelm Transportation Committee meeting
where they discussed formula to prioritize street projects for June
Transportation Plan study session.
