REGULAR MEETING

Call to Order
1. . Mayor Rivas called the meeting to order at 7:30 p.m.

Proclamation – Public Works Week, May 15- 21, 2005
Mayor Rivas read the prepared Proclamations for Law Enforcement and Public
Works Week. Proclamations will be presented to each department along with
our thanks.
5. Public Comment
Mayor Rivas began with an apology for allowing a speaker from 04-27-05
meeting to speak over his time and subject specifics allowed. He added that
those members who signed up to speak tonight should not speak specifically
about Walmart, now in the application process, but could address related
topics.
Shirley Rink, Roy, spoke of her concerns that one or more big box stores would
reduce the success of the smaller local businesses. She cited Nov 2004 Wall
Street Journal article stating they are not family friendly and are also embroiled
in more than one gender discrimination suit, something she would dislike
seeing happening in Yelm. Her children attend Yelm Community Schools and
have experienced delays because of traffic problems that would only increase
with the addition of a store of that size.
Gregory May, Yelm Commerce Group, addressed the Mayor and Council with
an update of the YCG efforts to keep big box stores out of Yelm. He reported
on their survey results; 10 businesses in favor and some responding as neutral
of the 136 surveyed. Hoped to educate public and council by encouraging the
use of the websites that he provided. Lastly to recognize the difference
between being a citizen and a consumer.

10. Mayor and Council Reports and Initiatives and Board/Commission
Business.
Councilmember Miller has nothing to report until Mayor Rivas reminded him
that he did attend Chamber meeting where Don Miller was recognized as
Citizen of the Year.
Councilmember Baker was unable to attend the regularly scheduled Intercity
Transit Meeting.
Councilmember Harding reported attending Transportation Policy Board

Meeting where topic of discussion included; street re-facing from 93 street to
Sitka Street in Lacey, discussion of South County Survey Hwy 507 and 510
and the pending Regional Policy meeting. The Chamber is working with
Tacoma Rail on one day limited passenger trip from Yelm to Tacoma to
coincide with the Tall Ships Festival called Rails to Sails, July 2.
Mayor Rivas encouraged all to check out the on-line library service as well as
computer time available through Timberland Library after he learned of the
service while attending a function there.
Shelly Badger reported on the progress of the Water Conservation Committee.
Conservation brochures will go out with the next utility bills including a
coupon that customers can bring to Prairie Days in exchange for a water saver
kit or shower coach at no cost to them. Councilmember Harding volunteered to
organize the booth. Other projects from the committee include; information to
Yelm City Council Minutes Page 2 of 3

citizens about acquiring rain barrels and notice to everyone to take notice of
water conservation tips on the Dairy Queen sign offered by Mike McKinnon.
The committee hopes to expand the program each year.
Executive Session –
11. Mayor Rivas closed the meeting at 7:55 p.m. announcing
the Council would be going into Executive Session for approximately 30
minutes to discuss property acquisition and requested that the room be cleared.
Mayor Rivas reopened the regular meeting at 8:28 p.m.

AUTHORIZING MAYOR RIVAS TO SIGN THE WATER RIGHT
CONVEYANCE AND RIGHT OF ENTRY AGREEMENT IN
SUBSTANCIALLY THE SAME FORM BETWEEN THE CITY OF
YELM AND TAHOMA TERRA AND ITS SUBSIDIARIES SUBJECT
TO RECEIPT OF THE SIGNED AGREEMENT FROM THE OWNER.
