1. Mayor Harding called the meeting to order at 6:00 pm.
2. Roll Call Present: JW Foster, Tad Stillwell, Tracey Wood, Joe DePinto and
Hendrickson. Molly Carmody was available by conference/speaker phone.

FROM THE MEETING. CARRIED.

16-040 MOTION BY TRACEY WOOD APPROVING THE AGENDA AS PRESENTED.
Councilmember Stillwell asked to amend the motion to include a
minute Executive Session to review and discuss the City Administ
applicants.

Mayor Harding read the proclamation aloud and stated this is th Annual
Arbor Days Celebration.
5. Public Comment
Mark Jensen, Yelm resident has owned property in Yelm for 30 ye
here permanently 3½ years ago. Mr. Jensen stated that March 23 m

spoke about the effects that Agenda 21 has on our City and Count
unconstitutional. He asked the Council to please not support the U.N. Agend
Micah James Anderson, Yelm resident was upset about the proces
water utility account put in his name. He also stated that Yelm
stole his car when they illegally impounded it. Mr. Anderson als
Harassment case against Yelm Police Officer Devon Taylor and wou
him fired immediately. Mr. Anderson wanted to meet with the City
Dille and Chief Stancil regarding these issues.

10. Mayor and Council Initiatives
Councilmember Foster attended the Thurston County Building Symposium and
the Council Retreat held on April 9, 2016. Councilmember Foster
with all the rain, the retention ponds have water in them and as
take responsibility for making sure children or other loved ones
dangers of the ponds.
Councilmember Carmody attended an orientation at the Intercity Transit Board
meeting and talked with Intercity Transit Department Heads, whic
positive and interesting. Councilmember Carmody would like to ad
recording Study Sessions to the next Study Session agenda to pro
transparency in government. Councilmember Carmody left the meeti

Councilmember Stillwell attended the Thurston County EDC Board meeting and
stated they have a small business program called ScaleUp, which
applications for the federally funded program and accepted 15 of
applications. Councilmember Stillwell attended the Council Retre

Councilmember Wood attended the Council Retreat on April 9.
Councilmember DePinto appreciated the general audience and plans to attend

Lakewood. Councilmember DePinto would like to see the Study Sess
for transparency in government.
Councilmember Hendrickson attended the Yelm Emergency Operations Board
meeting where they discussed the AlertSense system and announced
the first part of summer. Chief Stancil will give Council an upd
Study Session.
Mayor Harding attended the busy
conducting Interviews for the City Administrator position.
11. Executive Session
At 6:28, Mayor Harding announced that Council would into a 15 minut
Session to discuss the qualifications of the applicants for the

Approve Resolution Number 566 to adopt the Stormwater Management
Background
Utility planning documents such as a Water System Plan or Genera
provide the foundation and guidance necessary to ensure that the
necessary goals while also maintaining regulatory compliance. Th

W,the Clean Water Act of 1972 set the objectivesto restore and maintain

and state agencies to adopt environmental laws to help control point and nonpoint
pollution generating sources and manage stormwater runoff responsible; and
W, the City Council and Mayor entered into a grant and loan contract with

the Washington State Department of Ecology to develop a Stormwater Management
Plan for the City of Yelm; and
W, the purpose of the City of Yelm Stormwater Management Plan is to

NOW, THEREFORE, BE IT RESOLVED by the Yelm City Council to adopt the

appendices, attached to this resolution as Exhibit A, and forward the Plan to the
Washington State Department of Ecology for final approval.
