TUESDAY, APRIL 12, 2016 MINUTES
Mayor Harding called the meeting to order at 6:00 pm.
2. Roll Call Present: JW Foster, Tad Stillwell, Tracey Wood, Joe DePinto and Russ
Hendrickson. Molly Carmody was available by conference/speaker phone.
16-039 MOTION BY RUSS HENDRICKSON EXCUSING COUNCILMEMBER BOB ISOM
FROM THE MEETING. CARRIED.
3. Agenda Approval
16-040 MOTION BY TRACEY WOOD APPROVING THE AGENDA AS PRESENTED.
Councilmember Stillwell asked to amend the motion to include a 15
minute Executive Session to review and discuss the City Administrator
applicants.
16-041 MOTION BY JOE DEPINTO TO GO INTO A 15 MINUTE EXECUTIVE SESSION
TO DISCUSS CITY ADMINISTRATOR APPLICANTS. CARRIED.
4. Special Presentations -
Student of the Month - Arizona Clowes
Congratulation to our March 2016 City of Yelm/Yelm Rotary Student of the
Month'. She rises to the occasion when asked and strives to be a leader among
her peers. Arizona has grown into a strong, independent and caring individual that
boosts up those around her and is insanely loyal to the cause. Her plans on
attending college have not been finalized at this time.
Arbor Days Proclamation -
Mayor Harding read the proclamation aloud and stated this is the 20th Annual
Arbor Days Celebration.
5. Public Comment -
Mark Jensen, Yelm resident has owned property in Yelm for 30 years and moved
here permanently 3'/2 years ago. Mr. Jensen stated that March 23 marked the
241St anniversary of Patrick Henry's famous "Liberty or Death" speech. Mr. Jensen
spoke about the effects that Agenda 21 has on our City and County and stated its
unconstitutional. He asked the Council to please not support the U.N. Agenda 21.
Micah James Anderson, Yelm resident was upset about the process to get the
water utility account put in his name. He also stated that Yelm Police Department
stole his car when they illegally impounded it. Mr. Anderson also has an Anti -
Harassment case against Yelm Police Officer Devon Taylor and would like to see
him fired immediately. Mr. Anderson wanted to meet with the City Attorney, Brent
Dille and Chief Stancil regarding these issues.
Scott Bannister, Yelm resident invited Council to the Great American Casino in
Lakewood on the 25th for a public speaking and dinner event regarding the
Constitution.

Mayor and Council Initiatives
Councilmember Foster attended the Thurston County Building Symposium and
the Council Retreat held on April 9, 2016. Councilmember Foster also stated that
with all the rain, the retention ponds have water in them and asked that everyone
take responsibility for making sure children or other loved ones be aware of the
dangers of the ponds.
Councilmember Carmody attended an orientation at the Intercity Transit Board
meeting and talked with Intercity Transit Department Heads, which was very
positive and interesting. Councilmember Carmody would like to add the subject of
recording Study Sessions to the next Study Session agenda to promote
transparency in government. Councilmember Carmody left the meeting (via
telephone) at 6:19.
Councilmember Stillwell attended the Thurston County EDC Board meeting and
stated they have a small business program called ScaleUp, which received 25
applications for the federally funded program and accepted 15 of those
applications. Councilmember Stillwell attended the Council Retreat on April 9,
found it to be very informative, and appreciated the training.
Councilmember Wood attended the Council Retreat on April Stn
Councilmember DePinto appreciated the general audience and plans to attend
the Constitutional event on the 25th of this month at the Great American Casino in
Lakewood. Councilmember DePinto would like to see the Study Sessions recorded
for transparency in government.
Councilmember Hendrickson attended the Yelm Emergency Operations Board
meeting where they discussed the AlertSense system and announced it will go live
the first part of summer. Chief Stancil will give Council an updated at the next
Study Session.
Mayor Harding attended the Thurston County Mayor's Forum and has been busy
conducting Interviews for the City Administrator position.
11. Executive Session -
At 6:28, Mayor Harding announced that Council would into a 15 minute Executive
Session to discuss the qualifications of the applicants for the City Administrator
position. RCW 42.30.110 (g).
At 6:47, City Clerk Janine Schnepf announced that the Executive Session would be
extended by 6 minutes.
At 6:54, Mayor Harding reconvened the meeting and stated no decision had been
made.
