YELM CITY COUNCIL MEETING
MINUTES
STUDY SESSION
THURSDAY, MARCH 24, 2005

a. Reclaimed Water Comprehensive Plan Review – Tom Skillings and Brian
Matthews provided information and answered questions concerning the draft
Scope of Work for the Comprehensive Reclaimed Water Plan. Mr. Skillings and
Matthews provided an overview of areas to be addressed in various chapters of the
plan including: current system information; uses for reclaimed water, city growth
projections, service area mapping, system demands, upgrades and capital
improvement requirements; financial/rate analysis; operation and maintenance
procedures; system policies; meetings for planning/public purposes; and project
management/oversight.
Council suggested some changes to the Scope of Work and asked that it be
brought forward to a future Council Meeting with a budget and contract for their
consideration.
b. 2005 Water Conservation Program – Ordinance No. 778 adopted in 2003
addresses wasting water and water shortage provisions. Additionally, conservation
goals are identified in Resolution 433, adopted in February 2003. Discussion
ensued regarding the multitude of ideas and conversation materials available.
Council agreed that staff should move forward on conservation education that fits
within the resources and workload. Councilman Isom volunteered to serve on the
Water Conservation Committee as needed.
