433 WATER CONSERVATION PROGRAM
RESOLUTION NO. 433
A RESOLUTION ESTABLISHING A WATER CONSERVATION PROGRAM WITHIN THE CITY
OF YELM WATER SERVICE AREA BOUNDARY.
WHEREAS, the City Council has established a City Water Conservation Program and Committee
to study available means of water conservation and wastewater reduction as well as other means
of protecting and supplementing the City's surface and groundwater resources, and
WHEREAS, a conservation program is required by the Department of Health of the State of
Washington for municipal water systems, and
WHEREAS, the City continues to study the issues surrounding water resource availability and
conservation and finds that efforts must be undertaken to ensure an adequate water supply for
future generations in order to ensure the needs of the City are met and to defer the need for
costly improvements to include pumping and improvements to wells, and
WHEREAS, the efficient use and conservation of water reflects responsible use of a limited and
precious resource, and
WHEREAS, the City has recommended adoption of the Water Conservation Program set forth
below, and it is considered that the best interest of the City of Yelm will be served by the adoption
of such program.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF YELM:
The City of Yelm agrees to participate in, and to encourage its citizens to voluntarily
participate in a Water Conservation Program with a goal of 10% reduction of total water
consumption. The Water Conservation Program shall include but is not limited to, the following
measures:
1. The City shall continue its efforts to achieve conservation and water delivery system efficiency,
including such measures as:
a) Reducing loss through an established program of leak detection investigation and
repair.
b) Continuing capital improvement programs to replace old mains and meters.
c) Continuing capital improvement programs throughout the City water system and to
promote the use of our reclaimed water for irrigations purposes.
d) Irrigating in a manner so as to provide the most efficient and conservative use of
water.
e) To the extent possible, minimize the use of water for street flushing and hydrant testing
June 1 through October 1.
2. Governmental entities and businesses in the private sector, including school districts, colleges
and large industries, shall be encouraged to take the lead in water saving practices.
3. Citizens are requested to participate in water conservation practices each year by observing
the following measures from June 1 through October 1 whenever daily high temperatures rise
above 80 degrees Fahrenheit:
a) Water lawns only before 1:00 p.m. and after 7:00 p.m. to minimize evaporation and
defer the need to invest in system improvements to meet higher demands.
b) Water established lawns no more than once every two days.
c) Sweep rather than wash business and residential sidewalks, driveways, and patios.
d) Minimize the washing of cars.
4. A public information program will be put in place by the City's Water Conservation Committee
to provide for the distribution of conservation educational materials throughout the City's water
service area, including utility bill inserts, programs for school children through their schools and
media articles.
