425 REGIONAL JUSTICE CTR CONCEP CITY OF YELM RESOLUTION NO. 425 A RESOLUTION of the City ofYelm, Washington supporting the concept of a phased regional justice center. WHEREAS, existing criminal justice facilities within Thurston County are insufficient to meet current and future needs; and WHEREAS, if not corrected, these conditions will endanger public safety, increase liability and costs to the public, and threaten local control of our criminal justice system; and WHEREAS, a regional justice center represents the most cost-effective means for Thurston County and its seven cities and towns to meet long-term community corrections and criminal justice needs; and WHEREAS, co-locating municipal and county law and justice functions in a single facility is the best means to provide for the safety and convenience of the general public; and WHEREAS, a governance structure that provides for a shared voice in development and utilization of the facility will guarantee that the needs and interests of the entire community are considered; and WHEREAS, a regional justice center with supporting governance structure offers the best means to manage inmate population size, control operating costs and provide a full commitment to rehabilitation services and alternatives to incarceration; and WHEREAS, a phased development offers the county and municipalities the ability to match the required capital investment with the long-term changing needs of the criminal justice system; and WHEREAS, involved jurisdictions will continue to review and require additional information, including more precise construction and operating costs and analysis of potential sites; NOW, THEREFORE, BE IT RESOLVED that the City of Yelm hereby supports the concept of a phased regional justice center and commits to participating in the preparation of an Intergovernmental Agreement for review by the jurisdictions that addresses our mutual interests for shared governance, effective corrections population management, controlled operating and capital costs, high quality options and programs, and a facility designed to meet our community needs. fFebruary,2002. .'1 .
