YELM, WA Mayor Foster called the meeting to order at 6:03 pm. 2. Roll Call Present: El Curry, Molly Carmody, Jennifer Littlefield, Tad Stillwell, Tracey Wood, Joe DePinto and Russ Hendrickson. 3. Special Presentations - Yelm High School State Champion Girls Wrestling team were recognized for their hard work and dedication by a Proclamation read by Mayor Foster. Honoring Career and Technical Education Programs in Yelm - Teri Pablo introduced students in the program and they spoke briefly about the importance and benefits of the programs to the Yelm community. Mayor Foster recognized the group with a Proclamation. Economic Development Council gave a PowerPoint presentation on the Thurston County Economic Alliance process and plan. 5. Department Updates - Chad Bedlington, Public Works Director informed Council that Public Works will be flushing the water lines in different locations throughout the City. Residents might notice air in their lines and a slight discoloration of the water. Flushing should be completed by Wednesday, March 1. Michael Grayum updated the Council on the following: • Wellness Committee will be reestablished • Biggest Loser program started February 27, 2017 • The City of Yelm will have a Relay 4 Life team • Study Session Agenda items: Arts Commission, Food Truck, Social Media, Lodging Tax Advisory Committee • Naming of the Community Center is ongoing and will be brought to Council at the March 14, 2017 meeting 11. Mayor and Council Initiatives Councilmember Curry attended the "Who's Who in Nisqually" forum at the Triad Theater with Mayor Foster and County Commissioner Gary Edwards. Attended a meeting with Finance Director Noah Crocker and received a financial update. Councilmember Littlefield attended the Thurston Thrives steering committee meeting and received an update from the Community Investment Partnership (CIP). Councilmember Stillwell attended the Thurston County EDC Board meeting. Councilmember DePinto reminded everyone of the upcoming 'Yelm Dollars for Scholars Auction' at the Yelm High School on Saturday at 4pm. Councilmember DePinto also thanked Public Works Director Chad Bedlington for addressing a lighting issue. Councilmember Hendrickson attended the Thurston County EMS -Medic One meeting and the Yelm Community Schools Music Festival. Mayor Foster attended the 'City Action Days' event in Olympia put on by Association of Washington Cities. Mayor Foster attended the second meeting for 'Who's Who in Nisqually' at the Triad Theater where County Commissioner Gary Edwards was interviewed. The next meeting will be on March 14, 2017 at 7 pm at the Triad Theater and they will be interviewing Randy King, Superintendent of Mount Rainier National Park. Mayor Foster attended the Nisqually River Council meeting. In the effort of open and transparent government, and in addition to 2 -28 -17 Agenda Item 6a Minutes Page 3 of 5 facebook pages, the City of Yelm will start 'Chat with the Chief' where citizens can come and talk to Chief Stancil at a local restaurant. The first one will take place at Mr. Dougs Restaurant on March 8, 2017, at 1:00 pm. They will take place on second Wednesday of each month and they will be held at different locations throughout the city. The other trial program will be an opportunity to talk to the Mayor. These meetings will be the held the first Monday of the month in the evenings. The first meeting with the Mayor will be held at the Tahoma Valley Restaurant in Yelm at 6:00 pm. There is also a Town Hall meeting scheduled for March 27, 2017 at 6:00 pm at the Community Center to discuss Public Safety. 12. Executive Session - no additional session scheduled. 13. PUBLIC SAFETY BUILDING 206 MCKENZIE AVE. YELM, WA Mayor Foster called the meeting to order at 6:00 p.m. 2. Present: Councilmember's: Russ Hendrickson, Tad Stillwell, Joe DePinto, Jennifer Littlefield, Tracey Wood, Molly Carmody and El Curry. Staff present: Community Development Director Grant Beck, City Administrator Michael Grayum and City Clerk Lori Mossman. 3. 17 -127 MOTION BY TRACEY WOOD TO APPROVE THE AGENDA AS PRESENTED. SECONDED BY RUSS HENDRICKSON. MOTION CARRIED. 4 a. School Impact Fee- Grant Beck gave a brief power point on the way the fees had been collected and the proposed way of collecting the fees. 4 b. Food Truck discussion- Grant Beck stated that the Community Development staff has working on clarifying and formalizing food truck language which was accepted by the Planning Commission. It will now go out for public comment before coming to Council for approval. There will be an Open House on April 10, 2017 at the Yelm Community Center located at 301 Second St SE. 4 c. Water Tower on State Historic Register discussion- Mayor Foster stated this had been proposed by Steve Craig in order to possibly secure funding for upgrading and maintaining the old water tower. Council consensus is to move forward with research to see if the tower is structurally sound and do a cost analysis to make sure it is even feasible to move forward with the registry application. 4 d. Social Media Draft Policy- Michael Grayum and Grant Beck have researched 'best practices' and the law to come up with a draft Social Media Policy. This policy will be brought before Council for approval soon. 4 e. Arts Commission- Michael Grayum discussed with Council forming an Arts Commission Committee and the possible challenges with filling the committee seats. Council consensus is to move forward and meet with the Yelm Business Association for possible ways to staff that committee. 4 f. Lodging Tax Advisory Committee (LTAC) - Michael Grayum gave a brief background on the LTAC funds and the requirements for the committee. Proposed committee members will be brought to Council for the Mayor's confirmation. Road Map of upcoming items- Michael Grayum distributed what the Management Team has been working on for months. It breaks down the upcoming projects and when they will be addressed for all of 2017, by quarter. Michael also provided a draft 'City of Yelm Mission, Vision and Guiding Principles' document and a draft 'Customer Service Standards' document. Michael announced that the Finance department has changed their hours to 8:30 a.m. -4:30 p.m. M -F 3 -7 -17 Agenda Item 6a Minutes Page 5 of 5 based on their customer needs and the Community Development department will keep the current hours of 8:00 a.m. -5:00 p.m. M -F based on needs of their customer needs. S. Mayors Report - nothing to report 6. Council Initiatives Councilmember Tad Stillwell reminded everyone to be mindful and respectful of each other at the meetings. Councilmember Jennifer Littlefield will not be at the March 28, 2017 Council meeting. Councilmember Littlefield cautioned Councilmember's to be careful of what they post on Facebook or the comments that they make on Facebook. Councilmember Molly Carmody would like an update on the budget from the first quarter to see if there is money available to possibly hire other police officers. Councilmember Joe DePinto asked when the water and sewer rate increases will be coming before Council. Michael stated staff is working with consultants now and will update Council soon. Mayor Foster updated the Council on the bank robbery that took place at America's Credit Union on Monday, March 6 at approximately 2:00 pm. Background Chapter 12.22 YMC establishes criteria for the City Council to name a public parks, public facilities, or streets. To ensure that the City uses a clear and inclusive process for reviewing proposals to name a public facility, requests are reviewed by the Community & Economic Development Committee along with representatives of the Parks Advisory Board and the Historic Commission. The Yelm Business Association submitted a request to City Council to name Yelm's Community Center building "the Wolf Family Community Center ". This request was reviewed by the Community & Economic Development Committee, which determined that the proposal met the naming criteria in Section 12.22.010 YMC. A public notice of the proposal to name the building "the Wolf Family Community Center" was placed in the Nisqually Valley News on February 3rd and 10th of this year. The notice was also posted at the Community Center, advertised on the City's Facebook page and official web site. While some of the public comments endorsed the proposal to name the facility after the Wolf family, others suggested alternate local family names including the Demich family, James Longmire, Adam Rivas, and Fay Fuller. Two historic names, Pioneer Pavilion and Shelm Center were also offered as alternatives. Most of the public comments, however, favored leaving the name of the facility as the "Yelm Community Center ". The Community & Economic Development Committee along with the chairs of the Historic Commission and Parks Advisory Board reviewed all comments received through Facebook and Agenda Item 8a Naming of the Community Center Page 2 of 25 the online comment form. After much discussion, the group recommended that City Council take no action and retain the name "Yelm Community Center ". A minority supported naming the facility after the Wolf family. The discussion by the Committee made it clear that all the family names suggested by the Yelm Business Association and the public deserve recognition and appreciation from the community in which they lived and served, but that the Community Center may be the wrong focus for that recognition. If a contest or competition is to be held to determine the name of a public park, public facility and /or street, the Agenda Item 8a Naming of the Community Center Page 5 of 25 advisory board /committee shall establish guidelines and rules for the contest. No city funds shall be used for any contest prizes. B. The city council shall designate placement of historic road /street signs. The city council may choose to establish historic road /street names after receiving a written recommendation from the Yelm Historic Commission. Historic road /street signs shall meet the requirements of YMC 12.20.130 and shall be noted in the file of existing street names to avoid duplication of road or street names per YMC 12.20.140. 12.22.030 Naming of interior features. The interior features of a public park or public facility may be named separately from the main park or facility; and should be bestowed with the intention that it will be permanent, and changes should be strongly resisted. Name changes shall be subject to the procedures set forth in this section. 12.22.040 Renaming procedure. A name once selected for a public park, public facility and /or street should be bestowed with the intention that it will be permanent, and changes should be strongly resisted. Name changes shall be subject to the procedures set forth in this chapter. 12.22.050 Signing. Following selection of a public park, public facility and /or street name by the city council, the public works department will identify the specific park, facility or street by appropriate signing specifying the name. 5. PROCEDURES Requests to name a Public Facility may be proposed by the Mayor, the City Council, City advisory boards and commissions, community groups, or citizens. When a request is received it will be reviewed by the Council Community & Economic Development Committee for consistency with the criteria for naming a public facility at Section 12.22.010 YMC. If the C &ED Committee determines that the proposal meets the adopted criteria it will use the following process: A. Determine if the facility should include the naming of interior features as well as the overall facility. If so, the Committee may solicit potential names for internal features as part of the naming process. B. No action on the proposed name should take place less than 2 weeks from the last date of publication in the NVN. D. The C &ED Committee should invite the chairs of the Parks Advisory Committee and the Historic Commission or their designee to participate in the decision making process. E. The C &ED Committee should review all comments and alternatives received through the public participation process and, based on the criteria for naming a public facility at Section 12.22.010 YMC, make a recommendation to the City Council. The recommendation should include findings & conclusions supporting the recommendation and a full analysis of all alternatives reviewed. F. Community Development staff shall forward the Committee's recommendation to the full City Council, along with a resolution implementing the recommended name. The following recommendation was agreed upon by all attending Advisory Committee members: The Yelm Parks Advisory Committee proposes that the City retain 'Yelm Community Center' as the name of the new community center building. RCW 67.28.1817 requires the appointment of a minimum of five members to the Committee.
