02-28-2017YELM CITY COUNCIL REGULAR MEETING TUESDAY, FEBRUARY 28, 2017 MINUTES PUBLIC SAFETY BUILDING 206 MCKENZIE AVE. YELM, WA Mayor Foster called the meeting to order at 6:03 pm. 2. Roll Call Present: EJ Curry, Molly Carmody, Jennifer Littlefield, Tad Stillwell, Tracey Wood, Joe DePinto and Russ Hendrickson. 3. Agenda Approval 17-122 MOTION BY TRACEY WOOD TO APPROVE THE AGENDA AS PRESENTED. SECONDED BY JENNIFER LITTLEFIELD. MOTION CARRIED. 4. Special Presentations - Yelm High School State Champion Girls Wrestling team were recognized for their hard work and dedication by a Proclamation read by Mayor Foster. Honoring Career and Technical Education Programs in Yelm - Teri Pablo introduced students in the program and they spoke briefly about the importance and benefits of the programs to the Yelm community. Mayor Foster recognized the group with a Proclamation. Economic Development Council gave a PowerPoint presentation on the Thurston County Economic Alliance process and plan. 5. New Business - a. Resolution No. 574, Adopt Right -of -Way (ROW)Acquisition Procedures 17-124 MOTION BY TRACEY WOOD APPROVING ESTABLISHING RIGHT-OF-WAY (ROW) ACQUISITION PROCEDURES, APPRAISAL WAIVER PROCEDURES AND DESIGNATING STAFF AUTHORITY LIMITS IN MAKING ADMINISTRATIVE SELLTMENT OFFERS BY ADOPTION OF RESOLUTION 574 AND AUTHORIZE MAYOR JW FOSTER TO SIGN AND EXECUTE THE ROW ACQUISITION PROCEDURES DOCUMENTS. SECONDED BY EJ CURRY. MOTION CARRIED. b. First Street Sidewalk Improvement -Supplement No. 2 for Construction Phase 2-28-17 17-125 MOTION BY TRACEY WOOD AUTHORIZING MAYOR FOSTER TO AMEND THE CURRENT AGREEMENT WITH GRAY AND OSBORNE, INC. ADDING CONSTRUCTION MANAGEMENT SERVICES FOR FIRST STREET (SR 507) SIDEWALK IMPROVEMENTS (MOSMAN AVE SE TO WASHINGTON AVE SE). SECONDED BY RUSS HENDRICKSON. MOTION CARRIED. 9. Old Business — none scheduled 10. Department Updates - Chad Bedlington, Public Works Director informed Council that Public Works will be flushing the water lines in different locations throughout the City. Residents might notice air in their lines and a slight discoloration of the water. Flushing should be completed by Wednesday, March 1. 11. 2-28-17 Michael Grayum updated the Council on the following: • Wellness Committee will be reestablished • Biggest Loser program started February 27, 2017 • The City of Yelm will have a Relay 4 Life team • Study Session Agenda items: Arts Commission, Lodging Tax Advisory Committee • Naming of the Community Center is ongoing and at the March 14, 2017 meeting Mayor and Council Initiatives Food Truck, Social Media, will be brought to Council Councilmember Curry attended the "Who's Who in Nisqually" forum at the Triad Theater with Mayor Foster and County Commissioner Gary Edwards. Attended a meeting with Finance Director Noah Crocker and received a financial update. Councilmember Littlefield attended the Thurston Thrives steering committee meeting and received an update from the Community Investment Partnership (CIP). Councilmember Stillwell attended the Thurston County EDC Board meeting. Councilmember DePinto reminded everyone of the upcoming 'Yelm Dollars for Scholars Auction' at the Yelm High School on Saturday at 4pm. Councilmember DePinto also thanked Public Works Director Chad Bedlington for addressing a lighting issue. Councilmember Hendrickson attended the Thurston County EMS -Medic One meeting and the Yelm Community Schools Music Festival. Mayor Foster attended the 'City Action Days' event in Olympia put on by Association of Washington Cities. Mayor Foster attended the second meeting for 'Who's Who in Nisqually' at the Triad Theater where County Commissioner Gary Edwards was interviewed. The next meeting will be on March 14, 2017 at 7 pm at the Triad Theater and they will be interviewing Randy King, Superintendent of Mount Rainier National Park. Mayor Foster attended the Nisqually River Council meeting. In the effort of open and transparent government, and in addition to facebook pages, the City of Yelm will start `Chat with the Chief' where citizens can come and talk to Chief Stancil at a local restaurant. The first one will take place at Mr. Dougs. Restaurant on March 8, 2017, at 1:00 pm. They will take place on second Wednesday of each month and they will be held at different locations throughout the city. The other trial program will be an opportunity to talk to the Mayor. These meetings will be the held the first Monday of the month in the evenings. The first meeting with the Mayor will be held at the Tahoma Valley Restaurant in Yelm at 6:00 pm. There is also a Town Hall meeting scheduled for March 27, 2017 at 6:00 pm at the Community Center to discuss Public Safety. 12. Executive Session - no additional session scheduled. 13.
