Call to Order. Mayor Harding called the meeting to order at 7:32 p.m.
Roll Call. Present: Don Miller, Joe Baker, Bob Isom, Mike McGowan, Pat
Fetterly, John Thompson and Russ Hendrickson.

MOTION BY DON MILLER APPROVING CONSENT AGENDA ITEMS AS
PRESENTED. CARRIED.

New Business -
Janitorial Services Contract. Stephanie Ray provided a staff report on the
process to replace the janitorial service. One responsive bid was returned to
the request for proposals as advertised in the local Nisqually Valley News and
the Seattle Daily Journal of Commerce. In addition to the cleaning of City Hall
and the Police Department, Public Works building was added. Staff
recommends signing a contract with the stipulation that the background check
comes back with no concerns.
MOTION BY BOB 150M AUTHORIZING MA YOR HARDING TO SIGN A
CONTRACT WITH TUCKER'S TIDY UP FOR JANITORIAL SERVICES IN
THE AMOUNT OF $16,805.00. CARRIED.
Ordinance No. 852, 2006 Budget Amendment Increasing Appropriations,
Creating an Associate Planner Position, and a Civil Engineering Inspector
Position to Replace an Engineering Tech Position. Grant Beck reviewed the
staff report as a budget amendment to create and amend positions within the

Community Development Department to maintain past and present levels of
service while leading the preparation of the Environmental Impact Statement
for the Thurston Highlands Master Planned Community. This department has
been unable to recruit an Engineering Tech as approved by the 2006 Budget
and will reclassify the position to Civil Engineering Inspector, add an Associate
Planner position, and a Development Review Engineer position therefore
adding three new positions. Thurston Highlands Associates have entered into
a developer fee agreement to cover costs of additional staff needed for a
period of 2 Y:, years.
MOTION BY BOB ISOM ADOPTING ORDINANCE 852 AMENDING 2006
CITY OF YELM BUDGET BY CREATING AND AMENDING POSITIONS IN
THE COMMUNITY DEVELOPMENT DEPARTMENT AND ADJUSTING THE
SALARY LINE ACCORDINGLY. CARRIED.
10. Mayor and Council Reports and Initiatives and Board/Commission
Business
a. Councilmember Miller attended Fire District meeting. They reviewed report
from an independent consultant and found it to contain sound
recommendations. He would recommend it for review for impacts on Yelm's
future.
Councilmember Baker attended Intercity Transit meeting with nothing to
report pertaining to Yelm. He is looking forward to attending August 9th
Employee and Volunteer appreciation night.
Councilmember Fetterly attended Thurston County Fire District #2, #4 and
#17 joint meetings for contract negotiations. Encouraged City of Yelm to
remain an active participant in the discussions. Following the consultants
recommendations, Yelm may see request to increase impact fees to update
facility and equipment needed for S.E. Thurston County. Announced
invitations would be forthcoming for District #4 Open House, August 26, 2006.
b. Mayor's Report
Mayor Harding reported that the audio and video system is working thanks to
former Mayor Adam Rivas's installation. Grant Beck, who assisted in the
installation, added that future plans include making the meeting available on
other venues.

12. Correspondence was available. Highlighted notification of TRPC, August 4th
Meeting Cancellation. Council member Baker added that the Transportation
Policy Board meeting was also cancelled.
