Mayor Harding called the meeting to order at 7:30 p.m. Roll Call. Present: Don Miller, Joe Baker, Bob Isom, Mike McGowan John Thompson and Russ Hendrickson. Mayor Harding and Grant Beck introduced Adam Rivas from A VCaptureall who will be video recording the meeting for future presentations. Agenda Approval MOTION BY JOE BAKER APPROVING THE AGENDA AS PRESENTED. CARRIED. Special Presentations - None scheduled Public Comment - There was no response to the call for comments. Consent Agenda Items Minutes September 12, 2006 Regular Meeting Payables: Checks' 29187-29276, totaling $151,709.30 Manual Checks 29187_29224, totaling $8,716.80 Claims Checks 29225-29276, totaling $142,992.50 Payroll: Preliminary Payroll September 2006 Financial Report, August End of Month MOTION BY BOB ISOM APPROVING CONSENT AGENDA ITEMS AS PRESENTED. CARRIED. Public Hearing(s) - None scheduled a. New Business Planning Commission Appointment Confirmation. Grant Beck reviewed the Mayor's report on the two positions that were opened up by the resignation of Mr. Mattocks and Mr. Allard. Community Development reposted the openings and received responses back from 12 applicants. . MOTION BY JOHN THOMPSON APPROVING THE APPOINTMENT OF JW FOSTER AND TAMMY JENKINS TO FILL THE PLANNING COMMISSION VACANCIES. CARRIED. Yelm Economic Development Contract for Services with Thurston County Development Council. Shelly Badger reported on the Yelm Economic Development Council Committee and partnership with Thurston County Economic Development Council (EDC). After completion of committee's report and creation of 2005 publication and identification of available areas recorded on database, their recommendation is to move forward with marketing piece to ensure long term economic vitality and diversity in the City of Yelm. Michael Cade, EDC, added that the partnership with EDC and the consulting firm would allow parties to speak directly to proactively identify and report opportunities to attract retail and service business development in Yelm. CARRIED. 9. Old Business 10. Mayor and Council Reports and Initiatives and BoardlCommission Business a. Councilmember Miller reported that the Passenger Rail Committee has submitted their final report. The release date of the Thurston County report has not been determined. Council member Baker attended Chamber fundraising golf tournament and Intercity Transit meeting. Business included appointment of 2 new advisory positions, discussion of advertising and pets on transit buses. Councilmember Isom attended Budget Forecast through 2011 Committee meetings. Councilmember McGowan had nothing new to report from the Family Initiative Committee meeting he a!tended. Councilmember Hendrickson attended Fire Commission meeting and reported receipt of email regarding financial needs of Thurston County Project Access Committee. . b. Mayor's Report.
