10-24-06 BWS Minutes Yelm City Council Budget Work Session Tuesday, October 24, 2006 Mayor Harding called the meeting to order at 4:07 p.m. / Present: Don Miller, Joe Baker, Bob Isom, Pat Fetterly and. John Thompson. Mike McGowan arrived later. Staff: Agnes Bennick, Tim Peterson and Stephanie Bay. Todd Stancil and Shelly Badger arrived later. Budget Work Session to discuss Utility Funds. 400 STORMWA TER self supporting fund 401 MUNICIPAL WATER FUND increases approved including Water dept. operator, vehicle, portion of backhoe and dump truck. . 412 WASTE WATER TREATMENT PLANT increaseapproved including WWTP operator assistant, vehicle, portion of backhoe and sludge' truck. Last third of backhoe from Parks not Streets as previously recorded. CONSENSUS TO APPROVE CITY OF YELM UTILITY TAX ON YELM STORMWATER, WATER AND SEWE~ UTILITY TO GO INTO CURRENT FUND. Moved on to Fund Wrap Up scheduled for 10-31-06. Revisit previous topics after consideration. Council reviewed Siaff arid Equipment requests for approval, Major Revenue, beginning Net Cash and Options to consider. Department.requests approved. Admissions Tax. CONSENSUS TO REVISIT ADMISSIONS TAX OPTION EACH BUDGET YEAR WITH NO ACTION TO ADD TAX THIS YEAR. Community Outreach increase by $25,000 to $75,000. Executive Department, Community Relations Coordinator needed to research City issues and set up programs. CONSENSUS TO ADD COMMUNITY RELATIONS COORDINATOR AS PART OF EXECUTIVE DEPARTMENT. CONSENSUS TO FORWARD TOPIC TO STUDY SESSION AT A LATER DATE. 1) . Property Tax on Utility. Water Tower sitting on City property. Consider option to tax and or lease/rent with Water department paying into Fund. ' 2) PARK Rules Ordinance including funding to maintain open space, sidewalks and trees. Consider how, when and who will be scheduling athletic fields at Longmire Park. 3) Intern Program to benefit departments. Approved $10,000 to develop program. 4) Council Intern Program to benefit Council. ' 5). Mayor position to Full time. OTHER TOPICS DISCUSSED 1) Pan handlers -; questions regarding right to be on private property.
