Mayor Wolf introduced John Thompson who is running Unopposed for City Council position two. 1 7. New Business: '. a. Yelm Police Department Officer Ray BourgeOis Leave of Absence Request. Ray Bourgoois providoo written material. He is rtxIuesting a one-year unpaid leave of absence, ifhe is selected to participate in establishing an Inta-national Police mission in Kosovo. Bourgeois is one.of 450 police officer applicants to be selected for the final selection process in Dallas. If selected Bourgeois would be deployoo the first week of September, 1999 and return in August 2000. His last day would be Saturday, August 14, to report to Dallas by August 17. Brian Asmus added that Bourgeois' selection reflects well on the indiviq.ual, the department and the City and he supported Bourgeois' goal. Asmus explained that if Bourgeois were selected, hewould like City Council approvalto hire a provisional/temporary officer to fill the vacancy created. 99-131 MOTION BY MARTHA PARSONS, SECONDED BY GLEN CUNNINGHAM APPROVING A ONE YEAR UNPAID LEAVE OF ABSENCE FOR OFFICER BOURGEOIS IF HE SUCCESSFULL YMAKES IT THROUGH THE SEL~CTION . The City's attorney found the requiremrot to be cOnsistent with othff jurisdictions and discoUnted a legal relationship with developmrot standards and the landlord tmant act. ' 99-134 . Councilmember Curry reported thatshehad been unable to contact the Y elm-Timberland Library Board,' as meetings were not planned for' July or August. Their next meeting is in September. Councilinember Millff spoke with Diane Oberquell concerning the appointment ofTRL board members and r<xeivoo an. application for the position. He also indicated that he had discussed the matter with Chuck Hall, who has expressed an interest in the position. Millcr was unsuccessful in his attempts to reach Gary , Alexander directly, but staff incticatedthat they would discuss the mattcr. Discussion followoo concerningTimberland Regional Library Board's lack of response to the public, lack of accountability for policies and practices, the vote supporting.cin increased tax rate, unequal treatment and' support inside and outside of incorporated areas, local population' served (approximately 8,000) vs. population paying additional for buildings, maintmance, etc (approximately 2,750). Leroy Bendim, Y elm-Timberland Library Board, supported the three items suggested for inclusion in a proposoo City Council resolution. Ken Bragg spoke: in favor of fairness and responsibility for those outside cities sharing equally in library costs. Mr. Bragg also pointed out that Yelm was the area most in need '~f expanded facilities. And that while 50% ofTRLfinancial support came from ThurstonCounty,TRL had never built a library in' : Thurston County. Olympic Pipe Line- Update (From 7/28/99)Km Garmann provided an article from the today's Seattle Times reporting that safety mandates issued by the Office of Pipeline Safety . require Olympic Pipe Line to excavate and visuaI1y insp<xt ev.ery defect known to exist on the tophalf of it's pipes and ch<xk pipelines for corrosion. Additionally, ,Olympic must train its operators to handle abnormal situations, update operating manuals, analyze how safety valves interact, and report every computer system glitch for the next year. Approval was also requested for signing a Proclamation supporting September as National Awareness and Preparedness Month. Mayor Wolf read a letter thanking Jon Yanasak for providing information and a tour of the , . WWTP for some City of Chehalis employees.
