7. Old Business:
. a. Adopt-A-Tree Program - Chairman Bob Wolf reported that program publicity
included a two-page article in the Nisqually Valley News. He thanked the Nisqually
Valley News for their support. Additionally, letters were mailed to all Chamber of
Commerce members and to all City business license holders. Information to Yelm' s
citizens is scheduled for the next edition of the City newsletter. Wolf thanked staff
members Gibran Rashmi and Cathie Carlson for their support and work on this project
At this time over $1,000 has been raised towards the $25,000 goal.
b. Budget Work Session Dates - Council was provided with a listing of dates for 1999
Budget Work Sessions. All meetings will be held at 4: 15 pm, and are scheduled for
Tuesday, October 6, 13,20,27, and November 3 and 10. Mayor Wolf commented.
that she would be gone on November 10.
c. Rescheduling of November City Council Meetings. Due to two holidays in
November, both meetings need to be rescheduled to the second and forth Tuesdays in
November.

d. Curfew Ordinance. Council received a letter from Bob Hauth, Owens Davies Mackie,
and recommending Council action repealing the existing Curfew Ordinance. Mayor
Wolf supplied background on the situation. Councilmember Cunningham asked for
the police department's reaction. Brian Asmus responded that :the curfew ordinance
had been used as a tool, but not for enforcement purposes, and that the Becca Bill will
provide the same authority.
An audience member questioned what would happen without the ordinance if her 14-
year-old daughter was out walking to a local store at 11 o'clock at night? Commander
Asmus responded that officers would still have authority to stop and question her, and
to contact her parents.

DIRECTING THE PREPARATION OF AN ORDINANCE REPEALING YELM'S
EXISTING ORDINANCE, CHAPTER 9.88 YELM MUNICIPAL CODE.
CARRIED. OPPOSED: Councilmember Miller.
e. Fems/Yelm Sister City Signs - Council viewed photographs of signs at the entrances
to Ferns displaying the Yelm logo and "TWINNED WITH YELMW ASHINGTON
U.S.A. Councilmembers would like to see some similar recognition displayed in
Yelm..
f. Letter of Support - Mt. Rainier Centennial Project. A draft letter was included for
. Council review. Steve Craig requested a duplicate of the letter for the Washington
State History Museum.

APPROVING THE DRAFT LEITER OF SUPPORT TO BE SENT TO THE MT.
RAINIER NATIONAL PARK SUPERINTENDENT AND TO THE WASHINGTON
STATE HISTORY MUSEUM. CARRIED.
g. Gateway Committee - Steve Craig reported that the Committee is at Step 3,
developing design options, in the 8 Step Gateway Project Process. Step 4 is
finalizing the design with input from the community, 5 preparing construction
drawings and materials list, 6 volunteer contributions, 7 fundraising, if necessary, 8
construction time line.
The committee narrowed the design selection to three choices. The first, submitted by
Barb Kates, is a wall incorporating a local rock border or frame around a tile art
display. One would be placed on each side of the roadway. Possible display subjects
could be children's art, pioneer history. or a vision of the future. Kates detailed the
selection process.
The second design, submitted by Buffy Clark, is a 22'w x 18' structure that could be
scaled down slightly. As shown the design had a local rock base on each side of a
walkway, with wooden posts in the rock base supporting a wooden geometric truss
structure that mirrors similarly designed trusswork found in several buildings in the
City. The structure would be duplicated on each side of the roadway.
The third design spans the roadway with a walkway cut into a local rock base on each
side of the roadway with a long wooden timber supported by the base and spanning
the roadway. The design was produced during the visioning process.
Committee members included Fiona Reeves, Glenn Blando, Shelly Badger, Adam

Rivas, Glen Cunningham, John Huddleston, Buffy Clark, and Alan Burke.
Plans are to involve kids, from middle school grades up, and the community in the
selection process. Shelly Badger added that the project would come. back before
Council. Mayor Wolf expressed concern about the design that spans the roadway.
Council consensus was that the committee proceed with the project, and submit the
designs for public comment.

New Business:
Recommendation - Bid Award, Reclaimed Water/FiberOptic Lines. Tom Skillings
reported that 4 bids had been received and that all had come in under the .engineer's
estimate. He reviewed some of the components of the submitted bids which would
include the reclaimed water line from the treatment plant to Cochrane Park (Schedule
C), reclaimed water line to the high school (Schedule D) and the Fiber Optic Lines.
The low bid submitted was for $563,435.90 including tax. A check of references was
positive and Skillings recommended that the contract be awarded to Olalla Hills
Excavating, Inc.. Pacific Fiber Link will be responsible for all costs of the Fiber Optic
Cable Installation portion of the bid.

EXCAVATING, INC. FOR $563,435.90. CARRIED.
Council thanked tom Skillings for his work on the project.

9. Reports:
a. Librarian's Report. Kristin Blalack reported on circulation figures, recent programs
and positive patron response to the space reorganization.
b. Council. CounciImember Miller reported on the CAPCOM budget process and move
to new quarters.
c. Mayor. Mayor Wolf reported on attending various meetings including a retirement,
potluck, meeting with the CAO, Mayor's Forum, and YelmChamberofCommerce.
Upcoming meetings include: Senator Swecker re Yelm Creek, Councilmembers
Miller, Curry and Cunningham will attend; Nisqually River Council, Foreign Trade
Zone, an~ Economic Development Council.
