04/23/1997 Minutes CITY OF YELM CITY COUNCIL MINUTES WEDNESDAY, APRIL 23, 1997 1. Mayor Wolf called the meeting to order at 7:30 pm. All present joined in the flag salute. Members Present: Velma Curry, Amos Lawton, and Martha Parsons and Don Miller Adam Rivas was excused. Staff: Shelly Badger, Cathie Carlson, Ken Garmann, Brian , Asmus, and 'Agnes Bennick. ' Guests: Shuming Van, Thurston Regional Planning Council; Mike Harbour, Intercity Tra~sit; and Dan Fisher Nisqually Valley News. Dennis McVey, Glenn Blando, Glen Cunningham, Karen Carlson, Cheryl Jewell, John O'Callahan, Art Taylor, Dan Beedle, and Paul Valentine. 2. V oucher Approval. 97-68 MOTION BY MARTHA PARSONS, SECONDED BY AMOS LAWTON APPROVING PAYMENT OF VOUCHERS 6187 - 6217 TOTALING $107, 955.50 CARRIED. 5. April Preliminary Payroll Approval 97-69 MOTION BY MARTHA PARSONS, SECONDED BY VELMA CURRY APPROVING THE APRIL 1997 PRELIMINARY PAYROLL. CARRIED. 6. ' Public Comment/Questions. None 7. Regional Transportation Plan Update. Mayor Wolf introduced Shuming Van, Senior Transportation Planner, Thurston Regional Planning Council. Mr. Yan used a slide , presentation to compare past traffic and population growth and present projections thru 2020. Mr. Van then introduced Mike Harbour, General Manager, Intercity Transit. Mr. Harbour presented information on three options to help manage the effects of growth projections. Program I " estimated cost $5.1 million, emphasizes enhancing the existing commute trip reduction programs and maintaining the existing transit service level. Program II, estimated cost $11.2 million, focuses on increasing transit services in the high density corridors/core areas and providing disincentives to auto users by imposing a region-wide parking fee. Program III, estimated cost $12.4-13 million, includes even 4/2;'/97 City Council Minutes ab\ms\cc, 97\4- 23mn97 Page 1 ~ ..~ higher transit services in the high density corridors/core areas and more disincentives to auto users by increasing gas taxes, 'limiting parking spaces for new developments and a region-wide parking fee. Mr. Yan took the floor again and presented and explained the transit alternative maps as they apply to each of the three programs. Following the presentation, questions and comments were requested. Discussion concerned the expense of bike lanes to accommodate 1 % of the population, inflated costs of road construction projects due to the state's requirements for paying prevailing wages, and the inequity of taxing or requiring citizens in rural areas to pay for urban area improvements. Mayor Wolf thanked the audience and presenters and called for a five minute intermission to allow those who wanted to leave to do so. 8. New Business: None 9. Old Business: None 10. Reports: a. Council Liaison 1) City Hall- Agnes Bennick reported on Saturday's Spring Clean Up and Secretary's Day Activities. 2) Court - Councilmember Lawton reported on meeting new court employee Penny Barlow, and the near completion entering old files in the computer. A written court activity report was provided. 3) Public Works - Councilmember Miller reported on changes to the chip-seal program presented at the last meeting, and the 4/22/97 Y - 2 Pre-Design Study open house which was well attended. Council was advised that, discussion in the near future will include maintenance costs and time elements for various types of projects. 4) Police - Brian Asmus reported the appointment of Pedro Serrano as a reserve officer, a $250 Skateboard Park donation from Wood & Sons, and Sunday's Bike Rodeo to be held at Yelm High School. 5) Water Reuse - Shelly Badger reported that the Capital Budget, containing Yelm's project, has been passed and is awaiting the governor's signature. He has until midnight Saturday to take action or that budget is automatically adopted. Reuse bills have passed both houses and now need to go to the governor for his signature. 6) Parks - Councilmember Curry reported on attending a Parks Advisory Board , meeting. 97-70 MOTION BY VELMA CURRY, SECONDED BY AMOS LAWTON APPROVING THE LIONS CLUB PRAIRIE DAYS, TESSIER FAMILY REUNION, AND '82 AND '87 RAINIER IDGH SCHOOL REUNIONS. CARRIED. 4/23/97 City Council Minutes ab\ms\cc, 97\4-23mn97 Page 2 7) Mayor's Report - Mayor Wolf reported meetings attended including: Lacey's Arbor Day Celebration, being the keynote speaker at a Community Youth Services Day program, TRPC workshop, Nisqually River Council, Y-2 at Mill Pond School, Chamber After Hours, Secretary's' Day Luncheon, Yelm Arbor Day Celebration, and CAO .meetings. Mayor Wolf announced the award ofa $6,000 DNR grant to help meet costs associated with Tree Advisory Board and Tree City goals. Cathie Carlson, the Tree Advisory Board, Dana Spivey, and public works crew were thanked for the efforts to make the Arbor Day Celebration a success. 8) Council Report - Councilmember Curry reported on attending Parks Advisory Board and.
