CITY COUNCIL MINUTES
WEDNESDAY, MAY 14, 1997
1. Mayor Wolf called the meeting to order at 7:30 pm. All present joined in the flag salute.
Members Present: Velma Curry, Amos Lawton, Martha Parsons, Adam Rivas, and Don
Miller. Staff: Shelly Badger, Ken Garmann, Glenn Dunnam, and Agnes Bennick.
Guests: Glenn,Blando, Glen Cunningham, and Dan Fisher Nisqually Valley News.
2. Agenda
97-71 MOTION BY AMOS LAWTON, SECONDED BY MARTHA PARSONS
APPROVING THE AGENDA AS PRINTED. CARRIED.
3. !Minutes
97-72 MOTION BY MARTHA PARSONS, SECONDED BY AMOS LAWTON,
APPROVING THE APRIL 23, 1997 MINUTES AS PRINTED. CARRIED.
4. V oucher Approval.
97-73 MOTION BY MARTHA PARSONS, SECONDED BY VELMA CURRY
APPROVING PAYMENT OF VOUCHERS 6232-6326 TOTALING $149,202.78.
CARRIED.
5. April Final Payroll Approval
97-74 MOTION BY MARTHA PARSONS, SECONDED BY VELMA CURRY
APPROVING THE APRIL 1997 FINAL PAYROLL OF $98,915.94. CARRIED.
6. Public Comment/Questions.
Glen Cunningham expressed concern about the cost and effectiveness of the DARE
program. He explained that Olympia had recently stated that they felt the program was
not a good investment, but continued funding the program until a new program became
available.
Mayor Wolf responded the principal and teachers would be the best judge of the
program's effectiveness. She added that the DARE program brings information to
youngsters and that funding comes from the school district, the city, and community
members. It was also noted that parents set an example for their children. She also
explained that in addition to the original 5th and 6th grade contact, there is also a eighth
grade program.

Councilman Lawton added that the program begins a beneficial interaction between the
DARE officer and the kids. Councilman Miller also felt that because the kids know the
DARE officer, rapport between the police and kids is improved.

Councilman Rivas thanked Mr. Cunningham for being concerned enough to attend the
Council meeting to raise the question.
7. New Business:
a. Proclamation - Hire-A-Veteran Month
97-75 MOTION BY DON MILLER, SECONDED BY AMOS LAWTON APPROVING
THE HIRE-A-VETERAN MONTH PROCLAMATION. CARRIED.
b. Resolution 360 - Five Comers Signalization Project. Ken Garmann explained that
Sandy Mackie had recommended that the City have a resolution in place to facilitate the
process of obtaining property necessary to complete the project.
97-76 MOTION BY DON MILLER, SECONDED BY VELMA CURRY APPROVING
RESOLUTION NO. 360 APPROVING THE FIVE CORNER SIGNALIZATION
DESIGN AND CONSTRUCTION AND AUTHORIZING USE OF
NEGOTIATIONS AND/OR A CONDEMNATION PROCESSES TO OBTAIN
PROPERTY NEEDED TO COMPLETE THE PROJECT. CARRIED.
8. Reports:
a. Library .., Kristin Blalack updated Council on library activity during April. Copies
of the March Timberland Regional Library Board of Trustees meeting were provided.
b. Police - Chief Dunnam provi~ed copies of Initiative 685 and explained the public
education campaign planned to inform the voters of the ramifications of this initiative.
Chief Dunnam reported that the initiative would legalize the use of over 100 Schedule 1
drugs and release fromjail and prison any person convicted of possession of any
contro lIed. substance.
Mayor Wolf requested that Chief Dunnam prepare letters concerning the initiative for the
Nisqually Valley News and Olympian.
Councilmember Miller asked for an update on plans to add computers to Yelm' s police
cars. Chief Dunnam replied that the situation is under study at this time, and that because
of new technology, he believes a cheaper and better system will be available. They were
able to get an extension on the grant to assist in the purchase of the system.
c. Public Works - Councilmember Miller gave a brief update on the Five Comers and Creek
Street projects, new projects under construction, and the temporary activation of Well #3
. while awaiting parts to repair a mechanical difficulty at Well #2. Windermere Real
Estate has volunteered 150 hours of community service and will be repainting fire
hydrants.
d. Water Reuse - Councilmember Rivas reported on the signing of the Water Reuse Bill by
Governor Locke. He expressed his pleasure at being involved in the process and
presented the City with a pen used to sign the bill. Mayor Wolf added that it would be
nice to have the pen and a copy of the bill on a plaque and expressed appreciation fot
Representative Gary Alexander's support and involvement in the project.

e. Mayor - Mayor Wolf report;ed that she had attended the following meetings/activities:
Economic Development Council, Yelm Chamber of Commerce Auction, CAO meeting,
Friends of the Library representatives, Safe Place representative, Lacey Councilmember's
Retirement, Thurston Regional Planning Council, Yelm Scholarship Committee
interviews, Port Commissioner's breakfast, Capital Medical Center, and Police Chief.
Mayor Wolf announced the appointment of Randy Henderson and JoAnne Wolf to the
Civil Service Commission. They will fill vacancies created by the resignations of Harry
Hutnik and Arnold Drogseth. Other items included agreement to membership on the
"The Spirit of 2000" committee, a new local committee will be formed to begin planning
Yelm's activities; and the nomination of local businesses for EDC recognition.
Mayor Wolf read a letter of appreciation from Graymore Development, following
commendation Cathie Carlson's professionalism demonstrated' in a recent project.
Letters of appreciation and commendation from Ephrata and Royal City were also read
thanking Yelm for their assistance in securing funding for Water Reuse Projects, and
praising Shelly Badger for her role in leading the project and keeping partners in the bill
informed.
f. Council Report - Councilmember Curry reported on attending the Yelm Parks Advisory
Board meeting.
g.. Financial- Councilmember Curry reported that the 1st Qtr. 96-97 comparison showed a
stronger position than one year ago. Agnes Bennick gave an overview of the April end-
of-month fund report, comparison of taxes levied throughout Thurston County and
projections for fire suppression costs for 1998.
h. Park Use Requests
97-77 . MOTION BY DON MILLER, SECONDED BY ADAM RIVAS APPROVING
SEVEN PARK USE REQUESTS. CARRIED. .
1. Court - A written report showed court activity for April 1997 at 138 tickets received.
