1. Mayor Foster called the meeting to order at 6:00 pm.
2. Roll Call Present: EJ Curry, Molly Carmody, Jennifer Littlefield, Tad Stillwell, and
Joe DePinto.

3. Agenda Approval
17-177 MOTION BY DEPINTO TO AMEND THE AGENDA TO ADD RESOLUTION #579
REGARDING PROPOSED CONVENTION DISTRICT. SECONDED BY CURRY.
MOTION CARRIED.
4. Special Presentations- Commissioner Gary Edwards and Thurston County
Manager Ramiro Chavez Presented on the Proposed Convention District.
5. Public Comment- Victoria Mattoon discussed her concern with the long days and
times fireworks were allowed within the City limits as well as the absents of fire
hydrants on West Rd. Un -named citizen also voiced his concern about the
fireworks within the City limits as well as the proposed Convention District.
Michael (unknown last name) voiced his concern over traffic on his cul-de-sac.
Requests the City entertain speed bumps being installed.
6. Consent Agenda
a. Minutes - Regular meeting June 27, 2017.
b. Payables - Checks #69251 - #69344 in the amount of $551,471.28.

7. Public Hearing - Public Hearing regarding Resolution 578 - Six Year
Transportation Improvement Plan - opened at 6:38. Staff Report by Maryanne
Zukowski. Mike Wright from JZK spoke as a representative to JZ Knight (a
stakeholder) as to the realignment of Burnett & 93rd wanting the stakeholders be
involved in the development process. Mayor Foster closed the Public Hearing at
6:55 pm.

Plan

e. Resolution N. 579 — Proposed Convention District —
17-183 MOTION BY DEPINTO TO ADOPT RESOLUTION NO. 579 TO DIRECT THE
THURSTON COUNTY COMMISSIONERS TO REMOVE THE CORPORATE
LIMITS OF THE CITY OF YELM FROM THE BOUNDARIES OF THE PROPOSED
CULTURAL ARTS, STADIUM AND CONVENTION DISTRICT AS IDENTIFIED
IN THURSTON COUNTY RESOLUTION NO. 15476. SECONDED BY
CARMODY. MOTION CARRIED.
10. Department Updates -
Michael Grayum updated the Council on the following:
• STP is Saturday. Yelm has been designated as an official stop for the Seattle to
Portland Bike event. The Community Center will be opened up to serve as a cooling
station and Yelm High School Sports Medicine students will be available to provide
first aide. Banners will be hung from street signs welcoming riders to Yelm.
• Civil Service Oral Boards are happening next Monday to replace officer McElroy,
who recently separated from the Department on June 22"d. We are currently
covering his shifts with our school resource officer and our goal is to have a
replacement for Officer McElroy by October.
Family Fun Day was last Saturday and very well attended. Police Department had
information for children and adults about emergency management, home safety
information, coloring books, and vehicles for the kids to see up close.
• 80% of the First Street Sidewalk Project is done, including the walk ways and
access points to local businesses.
• Preparation on Cullens Road is being done for the paving that will start in mid-
August and conclude in October.
As you were informed at the last Council meeting, our Water Reclamation Facility
Update is still not processing waste properly and is experiencing levels of ammonia
which exceed our permit, which inhibits our ability to generate Reclaimed Water for
irrigation purposes.
11. Mayor and Council Initiatives
Councilmember Curry - Nothing to report.

Councilmember Carmody - will be attending the Transportation Board meeting
for Councilmember Wood.
Councilmember Littlefield - Nothing to report.
Councilmember Stillwell - Nothing to report.
Councilmember DePinto - Relayed information regarding concern over the
crime at the skate park, another citizen interested in the possibility of putting a
rock wall in the park.
Mayor Foster - attended the Thurston Regional Planning Council meeting,
attended the Yelm Chamber of Commerce meeting.

Thurston County Auditor News -Ballots mailed to Military and Overseas Voters for
August 1 Primary Election.
