BUDGET WORK SESSION
TUESDAY, OCTOBER 21, 1997
4:15 PM, YELM CITY HALL
PRESENT: Kathy Wolf, Adam Rivas, Amos Lawton, Velma Curry, and Martha Parsons,
Guests; Glen Cunningham. Staff: Hanni Lilly, Ken Garman, and Agnes Bennick.
Hanni Lilly, court administrator, was present to answer questions on court operations,
accounts receivable, distribution of court collections, and expectation for recovery of past
due amounts.
Staff provided information on use tax, election costs, park kitchen clean up costs, and
glass replacement.
Ken Garman reviewed priorities for the City Street Dept. (101).
Item 1 - a request for '$60,000 for the chip seal program: This will allow chip sealing of
approximately 5 miles. Council agreed with this request, as the chip seal program had
been suspended prior to and during sewer construction.
Item 2 - a request for a new site for the public works yard. Council agreed and directed
staff to allocate the same amount as last year ($40,000) to the Municipal Building Fund.
Item 3 - Edwards Street TIBIA Grant match. The City 15% match is $57,000, to be
partially funded by Arterial Street Revenue, and a $14,000 transfer from 001.
Item 4 - Staffing request for a 6 month temp hire. This adds two months to the current
temporary position and allows an additional 4 months for emergency operations:
Item 5 - Yelm Creek Restoration - Requesting $30-60,000 for thisproject
Additional budget work session dates were set for Tuesday, November 4, and Thursday,
November 13.
