CITY OF YELM
CITY COUNCIL BUDGET WORK SESSION MINUTES
WEDNESDAY, OCTOBER 15, 1996
Mayor Wolf called the meeting to order at 4:13 pm.
Members Present: Don Miller, Adam Rivas, and Martha
Parsons. Absent: Velma Curry and Amos Lawton.
Staff: Shelly Badger, Ken Garmann, and Agnes Bennick.
Members were provided with a City Revenue Sources
Comparison based on fees/taxes charged in other Thurston
County communities. Revenue areas discussed included
utility taxes, business licensing and taxes, parks and
recreation, gambling taxes, utility rates, garage sale
permits and pet licensing.

As the '96 AWC Tax and User Fee Survey should arrive
within the next two weeks, this information will be
gathered from the new publication.
It was stressed that the local per capita income must be
weighed when considering any rate/tax increases.
The water department was requested to prepare a proposal
of increases necessary to be self-supporting.
Comparisons of garage sale permits showed other
communities issuing free permits through their police
departments. It was suggested that Yelm also use this
method. As the police department can't receipt money,

GARAGE SALE REGISTRATIONS BE ACCOMPLISHED BY A TELEPHONE
PHONE CALL TO THE POLICE DEPARTMENT BEGINNING 1 JANUARY
1996. CARRIED.
