11/26/1996 BWS Minutes ~~~.~~ MINUTES YELM CITY COUNCIL BUDGET WORKSESSION TUESDAY, NOVEMBER 26, 1996, 6:30 PM Mayor Wolf called the meeting to order at 6: 35 PM. Council present: Martha Parsons, Don Miller, Velma Curry, Amos Lawton and Adam Rivas, Staff: Shelly Badger and Ken Garmann. Mayor Wolf and Shelly presented information to the Council on accumulated sick, vacation, holiday and compo time balances for all city employees. Total citywide liability (if all employees , where to leave) is approximately $115,000, 1997 budget includes $36,150 (3 i%) for accrual payoffs should an employee leave or request payment. Discussion was focused On reducing the amount of accumulated vacation hours down to the 240 hour carryover limit for all employees and Council concurred that the employees over 240 should be paid prior toDecember 31, 1996 so their carryover is below 240 'hours (approximately $8000). Also discussed was the need to eliminate accruals for holiday hours within the Police Department. Mayor Wol( Councilmember Parsons and Shelly will meet with Glenn to discuss ways to eliminate this accrual amount. In addition, Council discussed the compensatory time accruals, and asked that the City look at a Personnel Policy change to eliminate accruedcomp time and go to a paid overtime policy. Mayor Wolf asked that staff keep the Council appraised of the status of the accruals within each department recommendations and progress reports on ways to reduce the accrual liability to, the City. PROPOSED WATER RATE INCREASE: Ken Garmann presented various water rate increase plans to raise (;tdditional revenue for the \vater department. Council concensus was to proceed with Plan #3 which raises 1997 water revenues by approximately $54000. Plan #3 would raise the base rate from $10 to $11 inside the city limits and from $13 to, $15 outside the city limits and would raise the consumption rate from. 75 cents to .95 cents per 100 cubic feet. This would raise an average family rate from $17.50 per month (inside the city) to $20.50 per month (based on a consumption'of 1000 ~ubic feet per month). Staffwill proceed with public notification and public hearings in January so the rate increase can take effect February 1, 1997. The worksession adjourned at 7:25 PM. 'I(~/ fi1 ;;f~ Kathryn M.
