WEDNESDAY, DECEMBER 11, 1996
Mayor Wolf called the meeting to order at 7:30 pm. All
present joined in the flag salute~
Members Present: Don Miller, Martha Parsons, Amos
Lawton, Velma Curry and Adam Rivas. Guests: Dominic
Rivas, Robert Drollj and Dan Fisher, Nisqually Valley
News. Staff: Shelly Badger, Ken Garmann, Glenn Dunnam,
Cathie Carlson, and Agnes Bennick.

Public Hearing - 1997 Budget. Mayor Wolf explained that
this was the final public hearing before adoption of the
1997 budget. The public hearing was opened at 7:35 pm.
The date, place and purpose was stated. No objections to
participants ,was voiced.
Shelly Badger reported that since the last meeting, some
minor fine tuning\had been done. New funds were added
and final figures established for some funds.
The Water Dept. budget is based on the increase rate from
the 11/26 Budget Work Session and calculated for an 11
month period. An article concerning the proposed water
rate increase will appear in the December newsletter and
a public hearing will be scheduled for January.
Being no questions/comments, Mayor Wolf closed the public
hearing at 7:42 pm.

Public Hearinq - 1996 Budget Amendment, Ord. 592
Mayor Wolf opened the public hearing at 7: 43 pm. The
date, place and purpose was stated. No objections to
participants was voiced.
Agnes Bennick explained that this is a annual adjustment
to reflect higher expenditures and revenues in funds.
Mayor Wolf closed the public hearing at 7:44 pm.
MOTION BY ADAM RIVAS, SECONDED BY AMOS LAWTON APPROVING
ORDINANCE 592 AMENDING THE 1996 BUDGET. CARRIED.
Public Hearing Ordinance 592 Tree Protection
Ordinance. The public hearing was opened at 7:46 pm.
The date, place and purpose was stated. No objections to
participants was voiced.
Cathie Carlson explained that the Tree Advisory Board
edited the ordinance and the final draft is before
Council for consideration. Passage of the ordinance
moves Yelm closer to becoming a Tree City USA. The TAB
and staff recommend approval of the ordinance.
In addition, approval is requested to remove the 5 Paul's
Scarlet Hawthorn trees, reported in the Tree Inventory
and Evaluation as hazardous. Also requested is removal
and replacement of three trees in front of the middle
school. The trees removed would be moved to City Park.
Disc~ssion followed concerning requirements to meet
historic requirements; need for mixing species/varieties
to avoid the risk of losing all the trees in an epidemic;
and the advantages of increasing the variety of trees as
a means of disease protection; and prolonging the
blooming period.
Mayor Wolf closed the public hearing at 7:53 pm.

REMOVAL OF HAZARDOUS TREES AND REPLACEMENT WITH NEW
SPECIES. CARRIED.
MOTION BY MARTHA PARSONS, SECONDED BY DON MILLER
APPROVING REMOVAL AND REPLACEMENT OF THREE TREES IN FRONT
OF YELM MIDDLE SCHOOL WITH NEW SPECIES AND REMOVED TREES
TRANSPLANTED IN CITY PARK. CARRIED.

APPROVING TREE ORDINANCE NO. 590. CARRIED.
Public Hearinq - Canal Road Park Conceptual Master Plan.
The public hearing was opened at 7:56 pm. The date, place
and purpose was stated. No objections to participants
was voiced.
Robert Droll, landscape archi tect for the Canal Road
Park, explained the goals identified at the first public
meeting and the d~scussion at the September and October
public meetings that lead to the proposed plan.

The fully developed facility, as shown includes: 3 Little
League fields, wi th bleachers; a soccer field; basketball
court; 3 volleyball courts; playground; combined
restroom, storage and concession building; 2 picnic
shel ters; several warm-up areas, paved and unpaved paths;
140+ parking stalls, and a treed area.
The estimated project cost is $1.7 million dollars. A
suggested phasing sequence for the proj ect was also
presented with the individual phasing design included as
part of the cost. Estimated maintenance cost when
completed is between $21,400-$32,000.

COUNCILMEMBER MILLER, ABSTAINED: COUNCILMEMBER CURRY.

b. Correspondence from Mrs. Reeder concerning a fire
damaged structure on Edwards St. was read.. Shelly Badger
reported that the property owner did not have resources
to have the building demolished and that the City is
working with the Fire District to see if it can be burned
as a training exercise. The only other option would be
for the City to abate and place a lien on the property.
Council directed staff to contact Mrs. Reeder with that
information.
Old Business:
a. Ordinance No.. 591 Comp Plan Amendment. Cathie
Carlson explained that this information is unchanged from
the presentation at the 11/13/96 meeting.

Reports:
a. Library - a written report was provided. Kristin
Blalack added that December was usually a quieter month.
Mayor Wolf read Timberland Regional Library Board minutes
pledging $11 per square foot towards a new facility and
increasing library hours to ease the pressure.
b. Police Chief Dunnam reported on recent police
activity. He also explained the steps to be followed by
various agencies involved In investigating Officer

i) Request to surplus a 1992 Chevrolet Caprice
MOTION BY DON MILLER, SECONDED BY AMOS LAWTON APPROVING
SURPLUS OF THE 1992 CHEVROLET CAPRICE WITH THE PROCEEDS
TO BE USED TO PURCHASE EQUIPMENT. CARRIED.
ii) Request to purchase two new 1997 police vehicles.
MOTION BY MARTHA PARSONS, SECONDED BY DON MILLER
APPROVING THE LEASE PURCHASE OF, TWO 1997 CHEVROLET
LUMINAS. PURCHASE OF A THIRD 1997 CHEVROLET LUMINA IS
AUTHORIZED IF THE 1996 CHEVROLET LUMINA IS DECLARED
TOTALLED BY THE INSURANCE COMPANY. CARRIED.
iii) Police Guild Agreement - Shelly Badger explained
that salary negotiations are complete. As some areas
haven' been agreed upon this item will be rescheduled to
a January meeting.
Councilmember Lawton commended the YPD for their
work over the past two weeks.
c. Public Works - Councilmember Miller and Ken Garmann
reported on the DOT Corridor, SR507, and Y-2 studies and
possible financial benefits to the City when considered
as 1-5 alternatives, TIB flood assistance, and increased
IT service to the Yelm area. Project updates were given
on the sewer outfall repair, and KristlenApartments.
d. Court a written report was provided and
Councilmember Lawton reported that everything is going
fine.
e. Water Reuse - Councilmember Rivas reported on a 2
hour brainstorming session for 1997 Legislative Session
activity and funding possibilities. A balanced package
representing both sides of the states is being prepared.
f . Park Use - Councilmember Curry reported on the Park
Advisory Board's Christmas in the Park follow-up meeting.
The PAB felt that even with the poor weather, this was
the best event ever and expressed their appreciation to
Dana Spivey and all the Public Works crew for their work.
g. Mayor's Report Meetings: Police, CAO, EDC
testimony before the county commissioners, Dollars for
Scholars, TRPC, lobbyists and IT.
Sign-up sheets for 1997 meetings were distributed to
councilmembers.
h. Council - Councilmembers Curry and Parsons reported
on Christmas in park.
i. Financial Councilmember Curry gave a positive
report on finances through the end of November.
