Michael Grayum updated the Council on the following:
The funding for the Yelm Bypass has been moved up on the state project
list by the Legislators.
2018 Budget Calendar: October 3 Budget Proposed and meetings eve
Tuesday in October. On October 31, the Council will be asked to
action on the proposed budget.
Yelm City Park irrigation project is almost complete and will be
soon.
A Stakeholders Group will be forming to establish a Splash Park/
Ground Equipment Committee. Construction on the Splash Park is
scheduled to begin August 2018.
Cullens Road will be closed through October 5, 2017 to complete
Overlay Project.
Yelm Municipal Court has partnered with the non-profit organizat
Place of Olympia and will have someone available on court dates
Public Safety Building to help victims of Domestic and Sexual Vi
Community Development Director, Grant Beck is the new president
South Sound Section of the American Planning Association and Ass
Planner, Tami Merriman is the new Treasurer.
Building Inspector, John Rowland is back at work after being in
for eight days with medical issues.
Michael Grayum thanked Councilmember Tad Stillwell for attending
Assessment follow-up meeting done by Brightwire.
Chief Todd Stancil and Michael Grayum attended the Emergency
Management Conference last week in Poulsbo, WA. Todd stated it w
attended and a great conference. They brought back information t
with others.

Councilmember Curry attended the Yelm Adult Community Center meeting and
the Yelm Public Safety Committee meeting.

Recommendation
Motion to adopt Ordinance No. 1032 setting the amount fixed as Ad Valorem for the
regular levy of property tax necessary to raise revenues for ess
the City of Yelm for the fiscal year 2017.
Background
Pursuant to RCW 35.33.135, Council must approve an ordinance to
the Thurston
defined as a tax based on the value of real estate or personal p

connection with another significant event (i.e. inheritance tax)

AN ORDINANCE OF THE CITY OF YELM SETTING THE AMOUNT FIXED AS
AD VALOREM FOR THE REGULAR LEVY OF PROPERTY TAX NECESSARY
TO RAISE REVENUES FOR ESSENTIAL EXPENDITURES FOR THE CITY OF
YELM FOR THE FISCAL YEAR 2017.
WHEREAS, the City Council of the City of Yelm met and considered its budget
for the calendar year 2018; and
WHEREAS, a duly advertised public hearing to consider the 2017 regular
property tax levy rate was held as part of the regular city council meeting on
Tuesday, October 10, 2017;
WHEREAS, the population of this is district is less than 10,000;
NOW THEREFORE, the City Council of the City of Yelm do ordain as follows:
Section 1. The Yelm City Council has determined that the City of Yelm, in
order to in order to discharge the expected expenses and
obligations of the city, requires a regular levy in the amount of
$1,435,780.21 and an additionally levy for the administrative
refund as certified by the Thurston County Treasurers Office.
This amount is derived using the state-assessed property
values, amounts resulting from the addition of new construction
and improvements to property as authorized by law.
Section 2. As required by RCW 84.55.120 to report, The City of Yelm actual

tax levy on the Department of Revenue provided form for this
purpose, REV 64 0100, Levy Certification. Certification is made
in a manner prescribed by the County Legislative Authority.
Section 4. Effective Date: This ordinance shall become effective five days
following passage, approval and publication as provided by law.

The 2018 budget forecast was presented to the Council by Joseph

Mayor Foster and staff presented a balanced 2018 Budget for publ

CITY OF YELM 2018 BENEFIT SCHEDULE
All regular full -time and regular part -time employees are elig

PAID SICK LEAVE
Sick leave accumulates at the rate of eight (8) hours per month
equivalent workday per month for part time employees. Upon termi

AN ORDINANCE OF THE CITY OF YELM ADOPTING THE YELM
MUNICIPAL BUDGET AND SALARY AND BENEFIT SCHEDULE
FOR THE CALENDAR YEAR 2018.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF YELM, THURSTON
COUNTY, STATE OF WASHINGTON, AS FOLLOWS:
Section 1. The monies in the funds of the City Treasury as ident
