YELM CITY COUNCIL
STUDY SESSION MINUTES
THURSDAY, JANUARY 27, 2005
1. Mayor Rivas called the meeting to order at 5:00 p.m.
2. Roll Call
Present: Don Miller, Joe Baker, Bob Isom and Ron Harding. Pat Fetterly
was excused.
Staff: Chief Todd Stancil and Shelly Badger.
3. Agenda Approval
The agenda was accepted as provided on a motion by Bob Isom, second
by Joe Baker.
4. Presentations:
a. WASPC (Washington Association of Sheriffs and Police Chiefs.

Chief Stancil reported that Yelm PD was accredited under WASPC 2
Edition Standards in 1996 and 2001 at an estimated cost of $4-$5,000

each. A new accreditation process under existing 3 Edition Standards
has a cost estimate, including manpower that exceeds $20,000.

A Yelm Police Department manual that meets the majority of 3 Edition
Standards has been developed. A mock accreditation in June found the
policy manual to need primarily changes specific to the way the folders
were put together to pass accreditation. Estimated time to complete
reassembly is six months. An extension was filed. In December YPD was
advised that significant changes, due to negative feedback on the current
process, were coming again.
As much of the process concerns ‘greatest threat of liability’ which is also
examined annually by the City’s insurance carrier, not pursuing re-
accreditation at this time is being considered.
Council concurred with Chief Stancil’s, Shelly Badger’s and Mayor Rivas’
recommendation to not pursue re-accreditation at this time.
b. 2005 Study Session Topic ideas – This item will be thoroughly discussed
and determined at the February 3, 2005 Elected Official’s Retreat.
5. Mayor/Council Initiatives
Mayor Rivas reviewed the 2005 Committee Assignments with Council.
The only change was to the representative to the Intercity Transit
Authority. Councilmember Harding will be replaced by Councilmember
Baker.

Retreat packets for the February 3, 2005 Elected Officials Retreat were
distributed and the agenda reviewed.
