Roll Call Present: Jennifer Littlefield, Molly Carmody, Tracey Wood, Joe DePinto and Russ Hendrickson. 17-191 MOTION BY MOLLY CARMODY TO EXCUSE COUNCILMEMBERS EJ CURRY AND TAD STILLWELL FROM THE MEETING. SECONDED BY TRACEY WOOD. MOTION CARRIED. 3. Agenda Approval 17-192 MOTION BY TRACEY WOOD APPROVING THE AGENDA AS PRESENTED. SECONDED BY RUSS HENDRICKSON. MOTION CARRIED. 4. Special Presentations- none scheduled 5. Public Comment - Connie 11hringer, Nisqually Pines resident addressed the Council on the River Park issue and would like the City of Yelm to develop a park along the Nisqually River so that the City of Yelm residents can access it. Currently, you can access the Nisqually Pines River Park with a permit issued by the Nisqually Pines office. Tom Zweiger, Our Redeemer Church, spoke about the homeless sleeping and vandalizing their property. Mark Jensen, City of Yelm resident spoke on the Paris Climate Accord Control and Agenda 21. Kelsey Hulse, Puget Sound Energy Sr. Local Government Affairs Representative, introduced herself to Council. 6. Consent Agenda a. Cullens Road Overlay Bid Award 17-194 MOTION MADE BY JENNIFER LITTLEFIELD AUTHORIZING MAYOR FOSTER TO AWARD THE CONSTRUCTION CONTRACT TO PUGET PAVING & CONSTRUCTION, INC. IN THE AMOUNT OF $476,971.00 FOR THE CULLENS ROAD BID PAVEMENT PRESERVATION TIB PROJECT NO. 3-W-978(003)-1. SECONDED BY TRACEY WOOD. MOTION CARRIED. b. Deschutes Water Right Mitigation Strategy-Phase 5 17-195 MOTION BY MOLLY CARMODY TO CONTINUE THIS ITEM TO THE SEPTEMBER 12th COUNCIL MEETING. SECONDED BY TRACEY WOOD. MOTION CARRIED. 9. Old Business - none scheduled 10. Department Updates - Chief Stancil updated the Council on a high-speed chase that afternoon that stemmed from theft at Walmart. Michael Grayum updated the Council on the following: • Appling for a low interest USDA Loan for the Water Reclamation Facility. • Fence around the City Park during the installation of new irrigation system. The park will be closed for 3-4 weeks during construction. • Jazz Festival last weekend was a huge success. • July 28-30 was the UFO Festival and it was a wonderful success. • The City opened a cooling station - no one attended. • A lost dog report ended up being a baby coyote. • Interviews for a new Finance Director continue. • The Building Official candidate withdrew from the position stating he will continue his employment with his current city. • The Mission, Vision, Values statement was handed out to Council. • The second Economic Summit will be at 2:00 pm, Tuesday, August 15, 2017 at the Yelm Community Center. • Noah Crocker has been removed from all financial accounts and Lori Mossman and Michael Grayum have been added to different accounts. 11. Mayor and Council Initiatives Councilmember Carmody attended the Intercity Transit Board meeting and announced a planning meeting on August 18, all day. Councilmember DePinto asked that the marijuana regulations be added to the next Study Session for discussion with regards to distance to residential homes. Councilmember DePinto asked about having someone Flag traffic at the high school in the mornings and afternoons. Councllmember Hendrickson attended the Yelm Emergency Operations Board meeting. Emergency Preparedness Expo will be held on September 30, 2017 at the Capital Christian Center from 10:00am-2:00pm. Mayor Foster met with a citizen who wants to start a community garden, attended the Senior Center meeting, Change of Commander Ceremony at JBLM, Nisqually River Council Retreat planning, the UFO Festival, National Night Out, Thurston County Fair, toured the Port of Olympia, attended Finance Director interviews, Yelm Farmer's Market, Emergency Management meeting, Yelm Chamber Luncheon meeting and reported that the Jazz Festival was a huge success. 12.
