09-26-2017YELM CITY COUNCIL REGULAR MEETING TUESDAY, SEPTEMBER 26, 2017 MINUTES PUBLIC SAFETY BUILDING 206 MCKENZIE AVE. YELM, WA 1. Mayor Foster called the meeting to order at 6:00 pm. 2. Roll Call Present: E] Curry, Jennifer Littlefield, Tad Stillwell, Tracey Wood and Joe DePinto. Molly Carmody attended via speakerphone. 17-208 MOTION BY TRACEY WOOD TO EXCUSE RUSS HENDRICKSON FROM THE MEETING. SECONDED BY JENNIFER LITTLEFIELD. MOTION CARRIED. 3. Agenda Approval 17-209 MOTION BY JENNIFER LITTLEFIELD APPROVING THE AGENDA AS PRESENTED. SECONDED BY EJ CURRY. MOTION CARRIED. 4. Special Presentations - Proclamation for National Voter Registration Day Thurston County Auditor Mary Hall thanked the Mayor and Council for the years of partnership and support. Mayor Foster read the Proclamation. 5. Public Comment- no comments. 6. Consent Agenda a. Minutes - Study Session September 5, 2017, Special Workshop September 11, 2017 & Regular meeting September 11, 2017. b. Payables - Checks # 17-210 MOTION BY TRACEY WOOD TO APPROVE THE CONSENT AGENDA. SECONDED BY EJ CURRY. MOTION CARRIED. 7. Public Hearing - none scheduled. 8. New Business - a. Resolution No. 581, Authorizing Investment of City of Yelm monies in the Local Government Investment Pool. 17-211 MOTION BY TRACEY WOOD TO APPROVE RESOLUTION NO. 581 AUTHORIZING THE CITY OF YELM TO CONTINUE TO PARTICIPATE AND DEPOSIT MONIES IN THE LOCAL GOVERNMENT INVESTMENT POOL AND DESIGNATE JOSEPH WOLFE, FINANCE DIRECTOR, THE -AUTHORIZED INDIVIDUAL" TO AUTHORIZE ALL AMENDMENTS, CHANGES, OR ALTERATIONS TO THE FORM OR ANY OTHER DOCUMENTATION INCLUDING THE DESIGNATION OF OTHER INDIVIDUALS TO MAKE CONTRIBUTIONS AND WITHDRAWLS ON BEHALF OF THE GOVERNMENTAL ENTITY. SECONDED BY EJ CURRY. MOTION CARRIED. 9. Old Business - a. Ordinance No. 1029, amending the Yelm Municipal Code Title 3, updating the Cumulative Reserve Fund policies. 9-26-17 17-212 MOTION BY JOE DEPINTO TO ADOPT ORDINANCE NO. 1029 AMENDING TITLE 3 OF THE YELM MUNICIPAL CODE TO UPDATE THE CUMULATIVE RESERVE FUND POLICIES. SECONDED BY JENNIFER LITTLEFIELD. MOTION CARRIED. b. Ordinance No. 1030, authorizing the collection of REET II. 17-213 MOTION BY TRACEY WOOD TO ADOPT ORDINANCE NO. 1030 AUTHORIZING THE COLLECTION OF REET II. SECONDED BY JENNIFER LITTLEFIELD. DEPINTO VOTED NO. MOTION CARRIED. C. Ordinance No. 1031, Creating an Equipment, Rental & Revolving Fund 17-214 MOTION BY JOE DEPINTO TO ADOPT ORDINANCE NO. 1031 CREATING AN EQUIPMENT RENTAL & REVOLVING FUND. SECONDED BY TRACEY WOOD. MOTION CARRIED. 10. Department Updates - Michael Grayum updated the Council on the following: • The funding for the Yelm Bypass has been moved up on the "state project list" by the Legislators. • 2018 Budget Calendar: October 3 Budget Proposed and meetings every Tuesday in October. On October 31, the Council will be asked to take action on the proposed budget. • Yelm City Park irrigation project is almost complete and will be opening soon. • A Stakeholders Group will be forming to establish a Splash Park/Play Ground Equipment Committee. Construction on the Splash Park is scheduled to begin August 2018. • Cullens Road will be closed through October 5, 2017 to complete the Overlay Project. • Yelm Municipal Court has partnered with the non-profit organization Safe Place of Olympia and will have someone available on court dates at the Public Safety Building to help victims of Domestic and Sexual Violence. • Community Development Director, Grant Beck is the new president of the South Sound Section of the American Planning Association and Associate Planner, Tami Merriman is the new Treasurer. • Building Inspector, John Rowland is back at work after being in the hospital for eight days with medical issues. • Michael Grayum thanked Councilmember Tad Stillwell for attending the IT Assessment follow-up meeting done by Brightwire. • Chief Todd Stencil and Michael Grayum attended the Emergency Management Conference last week in Poulsbo, WA. Todd stated it was well attended and a great conference. They brought back information to share with others. 11. Mayor and Council Initiatives Councilmember Curry attended the Yelm Adult Community Center meeting and the Yelm Public Safety Committee meeting. 9-26-17 Councilmember Littlefield attended the Yelm Community School/City of Yelm joint meeting on September 14, 2017 at the Yelm Community Center. Councilmember Stillwell attended the Yelm Community School/City of Yelm joint meeting on September 14, 2017. Councilmember Stillwell also attended the "Chat with the Chief" and the IT Assessment follow-up meeting with Brightwire to review the city's IT department. Councilmember Wood attended the Thurston Regional Planning Transportation Council meeting. Mayor Foster has been very busy working on the 2018 Budget. Mayor Foster thanked the Legislative Representatives and Senator Randi Becker for moving the Bypass project up by a couple of years. There will be an upcoming training for the Mayor and Council called "Essentials for elected officials" on December 2, 2017 in Olympia. 12. Executive Session - no session scheduled. 13.
