11-07-2017YELM CITY COUNCIL STUDY SESSION TUESDAY, NOVEMBER 7, 2017 6:00 P.M. PUBLIC SAFETY BUILDING 206 MCKENZIE AVE. YELM, WA 1. Mayor Foster called the meeting to order at 6:00 p.m. 2. Present: Councilmember's: EJ Curry, Tad Stillwell, Joe DePinto, Tracey Wood, Russ Hendrickson and Molly Carmody. Jennifer Littlefield arrived at 6:22 p.m. Staff present: City Administrator Michael Grayum, Finance Director Joe Wolfe, Public Works Director Chad Bedlington, Police Chief Todd Stancll, Executive Administrative Assistant Dana Spivey, Community Development Director Grant Beck, and City Clerk/HR Lori Mossman. 3. a. Community Center History and Background City Administrator Michael Grayum presented a power point presentation and gave a summary of the process to rent the Yelm Community Center. Dana Spivey, Chad Bedlington, Grant Beck and Joe Wolfe also gave an overview of the process and their department's Involvement. The Council would like the rental fees to go back to the Parks Committee for further discussion. Councilmember Joe DePinto left the meeting at 6:27 p.m. 3. b. Review of Study Session topics and Path Forward for Study Session topics City Administrator Michael Grayum handed out the list the Council created for upcoming Study Session priorities. The list was discussed in great detail. Chief Stancil will bring an Ordinance on aggressive behavior for solicitation to Council in an upcoming meeting. Councilmember Tad Stillwell will do some research on the Buxton Company and speak to a representative from the City of Spokane to see if they feel the services from Buxton have been worth the cost. Councilmember Molly Carmody will get more information regarding the Small Cell Broadband Issue and bring it back to a Study Session for discussion. Council reprioritized the topics for upcoming Study Sessions and Council meetings. 4. Mayors Report - no report S. Council Updates - Councilmember Carmody is looking deeper into the homeless issue and speaking with the Thurston Counts group. Councilmember Carmody is also trying to get a future JBLM tour set up for Council. Councilmember Stillwell would like Council to be thinking about the upcoming Strategic Retreat and the things they would like to get accomplished.
