02-27-2018YELM CITY COUNCIL REGULAR MEETING TUESDAY, FEBRUARY 27, 2018 MINUTES PUBLIC SAFETY BUILDING 206 MCKENZIE AVE. YELM, WA 1. Mayor Foster called the meeting to order at 6:00 p.m. 2. Roll Call Present: EJ Curry, Cody Colt, Tad Stillwell, Tracey Wood, Joe DePinto and Terry Kaminski. 18-021 MOTION BY TRACEY WOOD TO EXCUSE MOLLY CARMODY FROM THE MEETING. SECONDED BY El CURRY. 6-0, MOTION CARRIED. 3. Agenda Approval 18-022 MOTION BY TRACEY WOOD TO APPROVE THE AGENDA AS PRESENTED. SECONDED BY TAD STILLWELL. 6-0, MOTION CARRIED. 4. Special Presentations - Officer of the Year - Chris Davis Reserve Officer of the Year - Joseph Hiles 5. Public Comment - Suzann Hollar believes there is a conflict of interest between Yelm Senior Center liaison and Council. Sandra Manwiller updated the Council on the School Bond Election results. Suzie LeFurgey spoke on homelessness. Shelly Williams spoke on homelessness. Lee spoke about being homeless. Don Kern spoke about homelessness. Tim Cronk gave an update on the opening of his marijuana store and spoke against another marijuana store coming to town. Kelsey Osborne spoke against another marijuana store opening on Vancil Road. Malinda Poirier spoke on homelessness. Betty voiced concerns about another marijuana store on Vancil Road. 6. Consent Agenda a. Minutes - Special and Regular meeting minutes from February 13, 2018. b. Payables - Checks #70252 - #70457 Totaling $1,162,160.74 18-023 MOTION BY TRACEY WOOD TO APPROVE THE CONSENT AGENDA AS PRESENTED. SECONDED BY TERRY KAMINSKI 6-0, MOTION CARRIED. 7. Public Hearing - none scheduled 8. New Business - a. Ordinance No. 1044, Salary Commission 18-024 MOTION BY TRACEY WOOD TO ADOPT ORDINANCE NO. 1044, CREATING A NEW CHAPTER OF THE YELM MUNICIPAL CODE TO ESTABLISH A SALARY COMMISSION IN ACCORDANCE WITH RCW 35.21.015. SECONDED BY El CURRY. 6-0, MOTION CARRIED. 2-27-18 b. Timmons Group Professional Services Agreement (PSA) for Cityworks Asset Management Implementation 16-025 MOTION BY CODY COLT AUTHORIZING MAYOR FOSTER TO SIGN A CONTRACT WITH TIMMONS GROUP, INC. IN THE AMOUNT OF $39,800.00 FOR THE IMPLEMENTATION OF THE CITYWORKS ASSET MANAGEMENT SYSTEM. SECONDED BY TRACEY WOOD. 6-0, MOTION CARRIED. 9. Old Business - none scheduled 10. Department Updates by City Administrator Michael Grayum- • Court Administrator Sonia Ramirez has coordinated a Domestic Violence Advocate to be available on certain court dates that will bring much needed resources to the Municipal Court. • A Public Defender will be chosen soon. • The Public Safety Building has been a "Warming Center" for those in need. • Pat Hughes will start on March 1, 2018 as the Public Works Projects & Program Manager. • The City is currently hiring a Public Works Administrative Assistant and a Custodian. An Executive Assistant position will be advertised soon. • Nuisance Resolution will be brought to Council at the next Study Session for discussion. • Council will reprioritize the items they would like to accomplish at the March 6 Study Session. 11. Mayor and Council Initiatives Councilmember Curry attended the Public Safety Committee meeting and the Hazardous Weather Task Force meeting for Councilmember Molly Carmody. Councilmember Colt attended the Medic One EMS Council, S. County meeting. Councilmember Stillwell attended the Thurston County EDC Council meeting, the Emergency Operations Board meeting and the Public Safety Committee meeting. Councilmember Wood attended the Thurston Regional Planning Transportation Council meeting. Councilmember DePinto attended the South Thurston Economic Development Initiative Group (STEDI) meeting, the Yelm Finance Committee meeting and the Yelm Public Safety Committee meeting. Mayor Foster met with Senator Patty Murray on transportation issues, the Prairie Days Committee, met with Mayors and Administrators from all around Washington to discuss city issues and Governor Inslee spoke to the group. Mayor Foster met with Home Builders and Washington State Fish and Wildlife to discuss habitat plans for endangered species, also met with Yelm High School students that are interested in careers in Local Government and attended a fantastic musical play put on by the Yelm High School Drama Club. Kudos to Public Works for the great job of keeping our streets safe and clear of snow and ice. 12. Executive Session - At 7:23 pm, Mayor Foster announced that Council will go into a 45 minute Executive Session to discuss the acquisition of real estate. City Attorney Brent Dille was present. RCW 42.30.110 (b). 2-27-18 At 8:08, Mayor Foster reconvened the regular meeting. 13.
