03-13-2018YELM CITY COUNCIL REGULAR MEETING TUESDAY, MARCH 13, 2018 MINUTES PUBLIC SAFETY BUILDING 206 MCKENZIE AVE. YELM, WA Mayor Foster called the meeting to order at 6:00 p.m. 2. Roll Call Present: EJ Curry, Molly Carmody, Cody Colt, Tad Stillwell, Joe DePinto and Terry Kaminski. 18-031 MOTION BY MOLLY CARMODY TO EXCUSE TRACEY WOOD FROM THE MEETING. SECONDED BY EJ CURRY. 6-0, MOTION CARRIED. 3. Agenda Approval 18-032 MOTION BY TAD STILLWELL TO APPROVE THE AGENDA AS PRESENTED. SECONDED BY El CURRY. 6-0, MOTION CARRIED. 4. Special Presentations - Student of the Month - Savanah Currie Presentation by "Project Citizen" from Ridgeline Middle School and Yelm Middle School Presentation by Thurston County Commissioner Bud Blake - Hazardous Weather Task Force Civil Service Commission Update S. Public Comment - Suzann Hollar spoke regarding the Yelm Senior Center. Connie Ihringer has been picking up litter and wanted to make sure that it was okay for the Public Works Department to pick up the bags even if the garbage was picked up from a county road. Christine Alford spoke regarding her home that recently received a Vacate Notice. Tom Goss spoke about his home and the notice that he has received from the City to remove junk vehicles. 6. Consent Agenda a. Minutes - Special and Regular meeting minutes from February 27, 2018. b. Payables - 18-033 MOTION BY MOLLY CARMODY TO APPROVE THE CONSENT AGENDA AS PRESENTED. SECONDED BY EJ CURRY. 6-0, MOTION CARRIED. 7. Public Hearing - none scheduled 8. New Business - none scheduled 9. Old Business - none scheduled 10. Department Updates by City Administrator Michael Grayum- The Legislative Session is over and project funding for the Bypass has been moved up along with other smaller projects for Yelm. 3-13-18 • Court Administrator Sonia Ramirez is doing a great job coordinating resources such as a Victims Advocacy Program that was utilized by three victims last week. Sonia is also working with and strengthening partnerships with mental health services and a Veterans Court. • A Public Defender will be chosen soon. • The Hazardous Mitigation Plan will be coming to Council soon. • The Port of Olympia Grant application is now available. • Pat Hughes is on board as the new Public Works Projects & Program Manager and the Police Department will be hiring a Lateral Officer very soon. 11. Mayor and Council Initiatives Councilmember Curry attended the Yelm High School Dollars for Scholars Auction, the Thurston County Solid Waste Advisory Committee meeting, the SE Thurston County Fire Authority meeting, Yelm Community Services Center tour, Eagleview Christian School Auction and the United States Future Army Soldiers Graduation and Promotion Ceremonies. Councilmember Carmody attended the Intercity Transit Authority Board meeting, the Yelm Community & Economic Development Committee meeting and toured the Yelm Community Services Center. Councilmember Colt attended the Yelm High School Dollars for Scholars Auction. Councilmember Stillwell attended the Yelm General Government Committee meeting and a play at the Triad Theater. Councllmember DePinto would like to be the alternate for the Yelm Senior Center Committee meetings. Councilmember Kaminski attended the Yelm Economic Development Committee meeting. Mayor Foster attended the Yelm High School Dollars for Scholars Auction, the United States Future Army Soldiers Graduation and Promotion Ceremony and will be attending the Transportation Policy Board meeting in Councilmember Wood's absence. 12. Executive Session - none scheduled 13. Correspondence included Julian Garcia Eagle Scout Blood Drive March 24, 2018, 10:00-4:00 pm @ Crossroads Community Covenant Church located at 11520 Bald Hills Road SE. 18-034 MOTION BY MOLLY CARMODY TO ADJOURN, SECONDED BY TAD STILLWELL. 6-0, MOTION CARRIED. 14.
