Roll Call Present: EJ Curry, Molly Carmody, Cody Colt, Tad Stillwell, Tracey Wood, Joe DePinto and Terry Kaminski. 3. Agenda Approval 18-058 MOTION BY MOLLY CARMODY TO APPROVE THE AGENDA WITH THE ADDITION OF NATIONAL TEACHERS APPRECIATION WEEK PROCLAMATION. SECONDED BY E] CURRY. 7-0, MOTION CARRIED. 4. Special Presentations - Student of the Month - Corrine Hennessy National Police Week May 13-19 Proclamation National Public Works Week May 20-26 Proclamation Drug Awareness Day in the State of Washington Proclamation National Teachers Appreciation Week Proclamation 5. Public Comment - Andrew Kollar, reporter for the Nisqually Valley News (NVN) announced that he will be leaving the NVN to walk the Pacific Crest Trail to raise money and promote the National MS Society. Andrew thanked the Mayor, Councilmembers and City staff for being easy to work with. There will be a fund raiser on Saturday, May 12 at the Prairie Hotel at 5:00 pm. The Mayor and Council thanked Andrew for the great job he has done on reporting city news. 6. Consent Agenda a. Minutes - Special and Regular meeting minutes from April 24, 2018. b. Interlocal Agreement between the City of Yelm and the City of Shelton for treatment of sludge 18-060 MOTION BY TRACEY WOOD AUTHORIZING MAYOR FOSTER TO SIGN AN INTERLOCAL AGREEMENT WITH THE CITY OF SHELTON FOR THE PURPOSES OF TREATING YELM'S DIGESTED SEWER SLUDGE AT A RATE OF $0.135 PER GALLON. SECONDED BY El CURRY. 7-0, MOTION CARRIED. b. Resolution No. 589, Authorization for Investment Grade Audit by JCI Interlocal 18-061 MOTION BY TRACEY WOOD APPROVING RESOLUTION NO. 589 AND AUTHORIZING MAYOR FOSTER TO ENTER INTO AN AGREEMENT WITH wiff-o ? JOHNSON CONTROLS, INCORPORATED (JCI) FOR COMPLETION OF AN INVESTMENT GRADE AUDIT (IGA) OF EXISTING CITY FACILITIES. SECONDED BY MOLLY CARMODY. 7-0, MOTION CARRIED. C. First Reading of Resolution No. 590, Authorizing Mayor Foster to finalize the purchase of real estate Dwayne Mathis spoke against purchasing a building for a new City Hall. Brian Wharton spoke in favor of purchasing a new building for City Hall. 18-062 MOTION BY TRACEY WOOD APPROVING RESOLUTION NO. 590 PROVIDING AUTHORIZATION TO THE MAYOR TO EXECUTE THE PURCHASE OF REAL ESTATE FOR A NEW CITY HALL LOCATED AT 106 2ND STREET SE, TOGETHER WITH TWO VACANT PARCELS LOCATED AT THE NORTHERLY CORNER OF WASHINGTON STREET SE AND 3RD STREET SE IN YELM, WASHINGTON. SECONDED BY MOLLY CARMODY. 18-063 MOTION BY MOLLY CARMODY TO CONTINUE THIS ITEM TO THE MAY 22 COUNCIL MEETING FOR MORE DISCUSSION. SECONDED BY TRACEY WOOD. 7-0, MOTION CARRIED. Ray shared his concerns about the mail trucks creating ruts on the side of the streets which are unsafe for bicyclists. Bob Sternoff is a property owner in Yelm and inquired about the Economic Development Plan for Yelm. 9. Old Business - none scheduled 10. Department Updates by City Administrator Michael Grayum- • Jennifer Beauchamp is the new Public Works Administrative Assistant and is a wonderful asset to Public Works. • Daniel Havirco is the new Public Defender and he started last week. • Civil Review Engineer position is still open. • Eric Kolb is the new Custodian for the City of Yelm. • Open employment opportunities: Civil Review Engineer, 3 Seasonal positions in Public Works, 1 Water Operator Intern and HR Specialist. • There will be 2 lateral Police Officers hired and 2 new Police Reserves are off to the academy. • The 1'' 5K For the Fallen Run/walk for our fallen military members and their families. Congressman Denny Heck will be attending and it is planned for May 25, 2018 from 3:00 pm - 5:00 pm. • Michael Grayum clarified that no theft of groceries from an elder lady took place at Walmart, from an elderly lady as Facebook stated. She has dementia and her groceries were found in the parking lot. Our police officers delivered the groceries to the woman. • Spring Clean Up will take place on May 19, 2018 at the Public Works Facilities on Rhoton Road from 8:30 am - 5:00 pm. Please bring the permit you received in the mail. The event is open only to city residents. 13'NU 11. 12. 13. Mayor and Council Initiatives Councilmember Curry attended the Home and Garden Show and the Arbor Day Celebration. Councilmember Carmody attended the Intercity Transit Authority meeting, the Yelm Community & Economic Development Committee meeting and the Nisqually River Council meeting. Councilmember Colt attended the Yelm General Government Committee meeting and the Yelm Economic Development Committee meeting. Councllmember Stillwell attended the Yelm General Government. Committee meeting. Councilmember Wood attended the Home and Garden Show. Councilmember DePinto was contacted by a community member regarding a Military banner. Councilmember Kaminski attended Yelm Economic Development Committee meeting. Mayor Foster stated Intercity Transit had an Open House at the Yelm Community Center tonight. Mayor Foster is excited that the Lodging Tax Advisory Committee (LTAC) will be accepting applications from organizations for past events that benefit tourism in our community.
