06-05-2018YELM CITY COUNCIL STUDY SESSION TUESDAY, JUNE 5, 2018, 6:00 P.M. PUBLIC SAFETY BUILDING 206 MCKENZIE AVE. YELM, WA 1. Mayor Foster called the meeting to order at 6:00 p.m. 2. Present: Councilmember's: EJ Curry, Cody Colt, Tracey Wood and Joe DePinto Staff present: City Administrator Michael Grayum, Community Development Director Grant Beck, Finance Director Joe Wolfe, City Clerk & HR Manager Lori Mossman and Thurston Regional Planning Council Executive Director Marc Daily. 3. a. Presentation of the 2017 Financial Statements Finance Director Joe Wolfe updated the Council on the most recent financial statements and the timeline that the reports were submitted to the Washington State Auditor's Office. 3. b. Server/Software (BIAS) Update Community Development Director Grant Beck updated Council on the changes that have been done internally so that the City can run more efficient and securely. Finance Director Joe Wolfe explained the BIAS software and the changes that it would bring to the different departments within the City. 3. c. Biennial Budget Ordinance Finance Director Joe Wolfe explained the current budget schedule and explained in detail a Biennial Budget and the benefits of switching to a Biennial Budget. 3. d. Next Steps for City Hall City Administrator Michael Grayum updated Council on the new building purchase and how the services will be administered differently. 3. e. Pump Park Update Michael Grayum briefly updated Council on where the proposed Pump Park would be placed. There will be public meetings on this issue in the near future. 4. Mayors Report Mayor Foster stated that the Management Team has accomplished more than ever imagined in this last year. The SK "Wear Blue Run" event was a success. The Farmers Market is located at the Community Center on Saturdays and the fence has been taken down at the City Park. S. Council Initiatives Councilmember Colt reported there will be a "No Excuses University" event held June 25, 26 & 27 that will bring in 600+ teachers to Yelm. Councilmember Curry would like to see the Fireworks issue come to an upcoming Study Session. This will go to the next Public Safety Committee meeting for discussion.
