Ordinance No. 1045 - Biennial Budget 18-077 MOTION BY MOLLY CARMODY TO ADOPT ORDINANCE NO. 1045 ESTABLISHING A BIENNIAL BUDGET BEGINNING JANUARY 1, 2019 FOR THE 2019-2020 BUDGET YEARS AND PROVIDING FOR A MID -BIENNIAL REVIEW. BIAS Software Master Subscription Agreement 18-078 MOTION BY TRACEY WOOD AUTHORIZING MAYOR FOSTER TO SIGN THE NEW PURCHASE ORDER FOR THREE ANNUAL PAYMENTS OF $31,322.92 AND THE MASTER SUBSCRIPTION AGREEMENT (MSA) WITH BIAS SOFTWARE, INC. FOR $11,446.31/YEAR FOR THE PURCHASE AND IMPLEMENTATION OF BIAS FINANCIAL MANAGEMENT SOFTWARE. SECONDED BY CODY COLT. 7-0, MOTION CARRIED. C. Professional Services Agreement for Skillings Connolly, Inc. for Cochrane Park Wetland Park Reconstruction 18-079 MOTION BY MOLLY CARMODY AUTHORIZING MAYOR FOSTER TO SIGN A CONTRACT WITH SKILLINGS CONNOLLY, INC. IN THE AMOUNT OF 6-12-18 $20,252.00 FOR EVALUATING VARIOUS OPTIONS FOR THE RECONSTRUCTION OF THE WETLAND CELLS FOR COCHRANE PARK. SECONDED BY IOE DEPINTO. 7-0, MOTION CARRIED. 9. Old Business — none scheduled 10. Department Updates by City Administrator Michael Grayum- • The General Government meeting will be reviewing policy topics and developing a process for items to be brought for Council approval. • The solar panel electric car charging station installation is complete. • There will be public meetings to discuss the proposed Pump Park, Spray Park and new playground equipment at the Community Center, lune 20 6:00-7:00 pm and June 21, 8:00-9:00 am. • Citizens that have signed up for the emergency notification system went from 195 to over 700. • July 3, 2018 Study Session has been cancelled due to the holiday. • Kudo to the employees at the Water Reclamation Facility for producing a high standard of reclaimed water and getting all 3 basins up and running. 11. Mayor and Council Initiatives Councilmember Curry attended the SE Thurston County Fire Authority meeting, Yelm Senior Center meeting, Dollars for Scholars Award Night and the Yelm Farmers Market. Councilmember Carmody reminded everyone that the Seattle to Portland (STP) will be July 14. She is working with the Farmers Market to ensure there will be numerous food trucks available. Councilmember Colt attended the Yelm General Government Committee meeting, the Yelm Community & Economic Committee meeting and reported that there will be 600+ educators in town for the "No Excuses University" event on June 25, 26 and 27. Councilmember Wood attended the Yelm General Government Committee meeting. Councilmember DePinto would like to get a copy of the Lodging Tax Advisory Committee applicants. Councilmember Kaminski attended the Yelm Economic Development Committee and the Yelm Chamber Luncheon. Councilmember Kaminski reminded everyone of the Grand Opening for the Yelm Chamber at their new location on June 28th. Mayor Foster attended the Yelm Chamber Luncheon and the Dollars for Scholars Award Night. The Puget Sound Power small business energy program went well, there will be a Flag Day Celebration this Thursday at 11:00 am, the Farmers Market will be held on McKenzie Street in front of the Public Safety Building this 6-12-18 Saturday because the Community Center had been previously rented for an event, and the coffee shop "The Grind" located at Yelm Family Medicine will be handing out coffee to parade volunteers the morning of the Prairie Days Parade. 12.
