Nisqually Jail Service Agreement 18-146 MOTION BY MOLLY CARMODY TO AUTHORIZE MAYOR FOSTER TO SIGN THE NISQUALLY JAIL SERVICE AGREEMENT EFFECTIVE JANUARY 1, 2019 - DECEMBER 31, 2023. Ordinance No. 1051, Complete Streets 18-147 MOTION BY MOLLY CARMODY TO AUTHORIZE MAYOR FOSTER TO APPROVE ORDINANCE NO. 1051 TO IMPLEMENT THE CITY OF YELM'S COMPLETE STREETS ORDINANCE WHICH ENCOURAGES WALKING, BIKING, AND TRANSIT USE ALONG WITH THE SAFE OPERATION OF CARS AND TRUCKS. Washington State Council of County and City Employees, Council 2, AFSCME Collective Bargaining Agreement 18-148 MOTION BY JOE DEPINTO TO APPROVE THE COLLECTIVE BARGAINING AGREEMENT WITH AFSCME FOR JANUARY 1, 2019 THROUGH DECEMBER 31, 2021. SECONDED BY CODY COLT. 6-0, MOTION CARRIED. 7. Old Business a. 2019-2020 Biennial Budget Ordinance 18-149 MOTION BY CODY COLT TO APPROVE ORDINANCE NO. 1050, THE 2019- 2020 BIENNIAL BUDGET. SECONDED BY MOLLY CARMODY. 18-150 MOTION BY MOLLY CARMODY TO APPROVE ORDINANCE NO. 1050 TO INCLUDE AN AMENDMENT TO SHIFT FUNDS FROM THE PARKS PROJECTS TO THE SIDEWALK PROJECTS. SECONDED BY EJ CURRY. 6-0, MOTION CARRIED. 8. UPDATES - City Administrator Michael Grayum - • Council will get a copy of the Water Rights report that will also go to the Department of Ecology. • New Salary Commission member needed. • Annual Thanksmas to appreciate volunteers and city staff will be Friday, December 14, 2018 at the Community Center from 12:00 pm - 1:30 pm. • Council please turn in your tablets so that IT can update them. • Michael Malek has been hired as Accounting Assistant part time until January and then he will be a full time employee. • Joshua Sneva has been hired as an additional Public Defender to handle overflow and conflict cases. • School Bond Resolution will be coming before Council in January. • Bypass and Right of Way meeting with HOA and DOT on Wednesday, 7:00 pm - 9:00 pm at the Community Center. • Chat with the Chief will be tomorrow Wednesday, December 12, 2018, 1:00 - 2:30 pm. • Downtown Corridor meeting on Thursday, December 13, 2018 from 4:00 P.M. - 7:00 pm. • Government to Government meeting between Yelm City Council and Nisqually Tribal Council Tuesday, December 18, 2018 at the Yelm Community Center at 12:00 pm. • City Hall will be closed on Christmas Day, December 25'" and New Year's Day January I- There will be no meetings those days. • Hired a new Custodian Michael Irvin who started on December 1, 2018. • New financial and utility billing software has been installed at City Hall. You can now pay your utility bills through Express bill pay. Councilmember Carmody attended the Intercity Transit Authority meeting and will be attending the Downtown Corridor Study Open House on December 13, 2018 at the Yelm Community Center from 4:00 pm - 7:00 pm. Councilmember Colt attended the General Government Committee meeting and will be bringing a Proclamation for Youth Council in January. Councilmember Stillwell attended the General Government Committee meeting and will be attending the last Chat with the Chief of the year. 12-11-18 Councilmember DePinto attended the Finance Committee meeting. City offices will be closed on December 25, 2018 and thanked staff for their hard work on the budget. Merry Christmas to everyone. Councilmember Kaminski attended the Christmas in the Park Parade and the Bliss Spa Open House. Mayor Foster attended the Risk Management Service Agency meeting, Christmas in the Park which was again a huge success and thank you for the city staff and volunteers, Lighting of the Menorah (thank you Tyler Harper for your help), Moms Group of Yelm who donated $200 for an infant swing at Longmire Park, Economic Development Council meeting, Regional Economic Development Council Expo at the Little Creek Casino, JBLM First Special Forces event, Thurston Regional Planning Council meeting, Shrek at the Triad Theater, Boy Scouts meeting at the Moose Lodge, Community Christmas Concert at the Latter Day Saints Church and the Chamber Business Awards Luncheon today.
