1. Mayor Foster called the meeting to order at 6:00 p.m.
2. Roll Call Present: EJ Curry, Molly Carmody, Cody Colt, Tad Stillwell, Joe DePinto
and Terry Kaminski. Absent: Tracey Wood.

3. Agenda Approval

4. Special Presentations- Potential uses for current City Hall building -
Boys and Girls Club - Boys and Girls Club Thurston County (BGCTC) CEO Craig
MCElfresh and BGCTC's Director of Operations, Shellica Trevino gave a
presentation on the benefits of having a Boys and Girls Club in Yelm.
5. Public Comment -
Connie Ihringer spoke about Nisqually River access in Nisqually Pines River Park
by Yelm residents.
Ray Harrison expressed concerns about commercial trucks making right turns at
the intersection at Yelm Avenue and First Street and the potential dangers.

Business Licensing
18-093 MOTION BY MOLLY CARMODY TO ADOPT ORDINANCE NO. 1046
AMENDING TITLE 5 YMC TO UPDATE THE PROCESS AND PROCEDURES TO
OBTAIN BUSINESS LICENSES THROUGH A COMBINED LICENSE
APPLICATION AND RENEWAL PROCESS. THE DEPARTMENT OF REVENUE
BUSINESS LICENSING SYSTEM (BLS) WILL THEN FACILITATE ALL
APPLICATIONS AND RENEWALS. SECONDED BY EJ CURRY. 6-0, MOTION
CARRIED.

C. Ordinance No. 1047, Amending the 2018 City of Yelm Budget
18-095 MOTION BY MOLLY CARMODY TO ADOPT ORDINANCE NO. 1047,
AMENDING THE 2018 CITY OF YELM BUDGET AS ADOPTED BY ORDINANCE
NO. 1033 IN OCTOBER 2017. THIS ORDINANCE UPDATES BEGINNING
FUND. BALANCES, MAKES NECESSARY APPROPRIATIONS FOR
REFINANCED DEBT, INCREASES INVESTMENT EARNINGS ESTIMATES, AND
TRANSFERS FUNDS NECESSARY FOR CITY HALL ACQUISITION,
SOFTWARE UPGRADES AND PUBLIC WORKS CAPITAL PROJECTS.

10. Department Updates by City Administrator Michael Grayum-
o Results from the Public Forum on the new Playground Equipment and the
placement of the proposed Pump Park will be put on our website soon.
o Seattle to Portland Bicycle event was a great success. Thank you to
Councilmember Carmody, city staff and community partners. Chief Todd
Stancil stated that 4 Officers did traffic control for the event and the City will
receive reimbursement from the Cascade Bicycle Club for their wages.
0 2n° Annual UFO Festival is July 27, 28 and 29'" in the open lot next to Yelm
Cinemas.
0 2nd Annual Jazz Festival is August 4, 2018 at Yelm City Park.
o National Night Out is August 7, 2018, 5:00 pm - 8:00 pm at the Community
Center.
o Conversations continue with Veterans Groups, VFW and the American Legion
to create a Veteran's Day event.
o The Finance Department is coordinating free financial meetings available to
citizens to learn financial management.
o Councilmember's Colt and Stillwell continue to reach out to South Puget
Sound Community College staff to organize extension classes at the Yelm
Community Center.
o You can pay your utility bill online for free now. There's a link on our website.
o The Finance Department has created a Welcome Packet for all new customers
that contains information, policies and a welcome message from the Mayor.

o Three citizens are needed for the Salary Commission. Please find the
application on our website.
o Two vacancies on the Historic Commission and three on the Yelm Tree Board.
Please find the application on our website.
o The Public Safety Building will be open as a Cooling Center this week from
8:00 am to 5:00 pm.
o Downtown Corridor Study continues and there has been direct outreach to
citizens and businesses.
o Water Reclamation Facility Phase I upgrades continue.
o Public Works Committee members are invited to attend tours of Wastewater
Treatment Plants in other cities that have the new Membrane technology.
11. Mayor and Council Initiatives
Counclimember Curry attended the Yelm Public Safety Committee meeting and
the SE Thurston County Fire Authority meeting. A Camping Ordinance will be
discussed at the next Study Session.
Councllmember Carmody read the letter submitted by the Nisqually River
Council supporting the plastic bag ban, attended the Yelm Finance Committee
meeting and created a survey online to determine how citizens felt about
fireworks in Yelm. Councilmember Carmody would like to add a Fireworks
Ordinance to a Study Session for discussion.
Councilmember Colt attended the Yelm Public Works Committee meeting and
the Medic One EMS Council South County meeting.
Councilmember DePinto attended the South Thurston Economic Development
Initiative Group meeting, the Yelm Public Safety Committee meeting and was
unable to attend the Yelm Finance Committee meeting but met with Finance
Director Joe Wolfe at a different time. Councilmember DePinto also met with a
Digital Marketing Firm looking to relocate their business and they will be
contacting the Community Development Department for more information. There
will be a ribbon cutting for the new Rainer Basketball Court on July 31, 2018 and
September 8th and 90 is the Viking Festival in Rainier. Councilmember DePinto
would like to thank Jason in the IT Department for his quick response to fix a
problem with the City's website.
Councilmember Kaminski attended the Yelm Public Works Committee meeting.
The Community Garden has a new manager, John Graver.
Mayor Foster would like to receive information for anyone interested in being on
the Salary Commission by August 7'h. Mayor Foster attended the Thurston County
Chamber meeting, met with a local builder to discuss creating more affordable

housing in Yelm, the Yelm Fire Department did a great job putting out the fire last
week on Highway 510, Mayor Foster followed up with the citizen that was
concerned about unmarked patrol cars in Yelm, commended Molly for reading the
letter from the Nisqually River Council regarding plastic bag ban, staff did a great
job with Prairie Days and the Lions Club will be forming a 50103 with interested
citizens and recreating Prairie Days, please bring information to a Study Session
for an Ordinance banning fireworks, City of Yelm does not own any property that
has access to the Nisqually River, a memo will be out by the end of August on the
process, forecast and timelines for the upcoming budget, and lastly Mayor Foster
reminded Council of the "no surprise rule" and encouraged Council to ask
questions prior to the meeting to allow for a complete and informative answer. On
July 26, 2016 a motion was made by Council to authorize the City's Special
Counsel to take all necessary steps and to file such actions as are appropriate to
resolve the Killion Road Local Improvement District issue. After being on vacation
last week in California, Mayor Foster has a great appreciation for his community.
